PROPOSERS SHALL SUBMIT SECTION FIVE - PROPOSAL FORM, TOGETHER WITH THE TECHNICAL PROPOSAL AND PRICED PROPOSAL, IN THEIR ENTIRETY THROUGH THE STATE OF HAWAII ELECTRONIC PROCUREMENT SYSTEM (HIePRO).
