    Description

    The City of Monrovia (City) is issuing this Request for Proposals (RFP) to identify and select a qualified development partner for the development of mixed-income housing on an infill site located at 222 E. Cypress Avenue in the City of Monrovia, CA (APN 8515-013-903). The City-owned parcel comprises approximately 0.75 acres and currently features a single-family home that is of historic value to the Monrovia community. The City seeks a team with proven experience in designing and constructing high-quality residential projects that advance the housing objectives of the City’s Housing Element and are responsive to the draft Planned Development land use framework currently under consideration by the City Council. The selected Developer will work with the City to create a development that delivers housing, preserves the existing Victorian-era building on site, and complements the existing neighborhood.The 32,880-square-foot site is expected to accommodate new residential units. The affordability levels of the units developed should be consistent with the requirements of the Surplus Land Act exemption, which is a minimum of 40 percent of the Project units affordable at equal to or less than 75 percent of the maximum income of lower income households, and at least half of which shall be affordable to very low income households. However, the City would be open to proposals that meet or exceed that level of affordability, including 100 percent affordable projects. The selected development partner will be responsible for designing a Project that complies with the Surplus Land Act requirements. Additionally, the on-site Victorian-era / Queen Anne style building should be preserved as a permanent resource and could be integrated as a prominent and valued feature of the development.
