    Description

    The Alameda County Transportation Commission (Alameda CTC) invites you to submit a proposal to provide plans, specifications, and estimates (PS&E) phase services for the I-680 Northbound Express Lane between State Route 84 (SR-84) and Alcosta Boulevard. The anticipated performance period is for an initial period of 36 months from August 2026 to August 2029, with the right to extend the term by amendment for two additional years of service up to a maximum of five years.This contract will be funded with Measure B, Measure BB, and/or Vehicle Registration Fee (VRF) funds, or such funds in combination with other local funds. As such, the Alameda CTC Local Business Contract Equity (LBCE) Program will apply. The LBCE Program’s goals for professional services are 70.0% for Local Business Enterprise (LBE) firms and 30.0% for Small Local Business Enterprise (SLBE) firms. This contract is not subject to Disadvantaged Business Enterprise Program requirements. Responses should be submitted in accordance with the requirements and instructions set forth in this Request for Proposals (RFP). The RFP documents have been posted on Alameda CTC’s Procurement Portal. Prospective proposers are responsible for registering and submitting proposals via the Procurement Portal.The Optional Pre-Proposal Meeting will be held at the Alameda CTC offices on Monday, April 20, 2026, at 1:00 p.m. Pacific Time (PT); use the below link to register for the Pre-Proposal Meeting.
