COUNTY OF GLENN REQUEST FOR PROPOSALS NON-AERONAUTICAL LEASE AND DEVELOPMENT ON AIRPORT PROPERTY LOCATED AT THE ORLAND HAIGH FIELD AIRPORT (O37) ORLAND HAIGH FIELD AIRPORT – ORLAND, CA The County of Glenn (COUNTY) as the owner, operator, and airport sponsor of the Orland Haigh Field Airport (Airport) which is managed by the Glenn County Public Works Agency, is seeking proposals from qualified and experienced entities interested in developing a non-aeronautical parcel located off County Road 200 adjacent to the Airport. Specifically, access to this parcel is located south of County Road 200 and west of County Road P, Orland, CA 95963. The parcel is located on the west side of the Airport, is approximately 127.27 acres, and is undeveloped tarmac and available for future development. The parcel does not have access to the aircraft operating areas of the Airport. Utility connection points should be confirmed with the applicable County department. Submissions in response to this Request for Proposals must be received by the Glenn County Public Works Agency no later than 12:00 p.m., Tuesday, February 17, 2026. Proposals received after the deadline will not be considered. The complete RFP package may also be requested at the Glenn County Public Works Agency (777 N. Colusa St., Willows, CA 95988), telephone at (530) 934-6530. Issuance of this RFP and receipt of proposals does not commit the County to award a lease agreement. The County expressly reserves the right to postpone the RFP for its own convenience, to accept or reject any or all proposals received in response to this RFP, to negotiate with more than one respondent concurrently, or to cancel all or part of this RFP.
