    Description

    The Housing Authority of the Birmingham District (HABD) seeks to retain External General Counsel to 'provide comprehensive legal services supporting the Agency's operational, employment, governance, and litigation management needs.

    HABD is governed by a Board of Commissioners, which establishes policy and provides oversight of the Agency's operations. While General Counsel shall report to the President/CEO, counsel is expected to regularly attend Board of Commissioners meetings and remain available to advise the Board, when requested, to ensure compliance with applicable state law and governance requirements.

    Day-to-day coordination of legal services shall occur through the Senior Advisor & Chief Strategist and Senior Policy and Planning Strategist, with operational management facilitated by the Legal Services Liaison.

    HABD maintains separate Real Estate Counsel and Evictions Counsel. General Counsel shall not duplicate those services but shall maintain institutional awareness of the

    Agency's overall legal posture, strategy, operations, and risk exposure.

    • DEMONSTRATE UNDERSTANDING (15 pts)

      The proposer’s DEMONSTRATED UNDERSTANDING of the AGENCY’S REQUIREMENT.

    • QUALITY / TECHNICAL (15 pts)

      The QUALITY of the TECHNICAL APPROACH and the SERVICES PROPOSED.

    • TECHNICAL CAPABILITIES (15 pts)

      The proposer’s TECHNICAL CAPABILITIES (in terms of personnel) and the MANAGEMENT PLAN (including the ability to provide the services detailed herein).

    • DEMONSTRATED RELEVANT EXPERIENCE (30 pts)

      The proposer’s DEMONSTRATED RELEVANT EXPERIENCE in performing similar work and the proposer’s DEMONSTRATED SUCCESSFUL PAST PERFORMANCE (including meeting costs, schedules, and performance requirements) of contract work substantially similar to that required by this solicitation as verified by reference checks or other means. (NOTE:  The Agency will place particular emphasis on the proposer’s above-described EXPERIENCE and PAST PERFORMANCE with public and institutional entities and HUD-related work).

    • OVERALL QUALITY (10 pts)

      The OVERALL QUALITY, ORGANIZATION, and PROFESSIONAL APPEARANCE of the PROPOSAL SUBMITTED, based upon the opinion of the evaluators.
