    Notice is hereby given that the City-County of Butte-Silver Bow (BSB) is soliciting sealed proposals from qualified Vendors to establish a contract through competitive negotiation for the purchase of a fully integrated Public Safety Software system including the following suites: Computer-Aided Dispatch (CAD) Records Management System (RMS) Mobile Data Computing (MDC) Jail Management System (JMS) Resource Management This system will be used by the following agencies within the City-County of Butte-Silver Bow Montana (collectively referred to as the Agencies): Butte-Silver Bow Law Enforcement Department Butte-Silver Bow Fire Department The City and County of Butte-Silver Bow Montana (BSB), through its Law Enforcement and Fire Departments, desire to acquire a public safety software system for the purpose of replacing their current Computer Aided Dispatch (CAD) and Records Management System (RMS). Key to this procurement is obtaining one fully integrated solution from a single vendor. The upgrade and replacement of the BSB Public Safety Communication Systems encompasses a complete modernization of the 911 Computer Aided Dispatch (CAD) and Records Management System (RMS). Replacing the CAD/RMS will improve the reliability, accuracy, and flexibility of the systems that are used every day by BSB’s first responders. The results will be improved efficiencies in response times, more extensive radio coverage, and improved communications and safety of the first responders and added capabilities to respond to citizens, terrorist activities, and regional natural and environmental hazards such as earthquakes, wildfires, and hazardous material incidents. The Request for Proposal (RFP) will be available at the BSB Clerk and Recorder’s Office, BSB Courthouse, Room 208, Second Floor, 155 West Granite Street, Butte, Montana 59701 and posted on the BSB website at http://co.silverbow.mt.us/bids.aspx. Attachment A is in excel format and only available for download at http://co.silverbow.mt.us/bids.aspx. Proposals will be received no later than 4:00 pm MST, Tuesday, October 5, 2021, at the BSB Clerk and Recorder’s Office, Room 208, Second Floor, 155 West Granite Street, Butte, Montana 59701. Proposals will be opened and read at the BSB Council of Commissioners regular meeting on Wednesday, October 6, 2021, at 7:30pm MST, Council Chambers, 3rd floor BSB Courthouse, 155 West Granite Street, Butte, MT 59701. All Bids must be accompanied by an amount of not less than ten percent (10%) of the aggregate of the bid proposed in the form of (a) lawful monies of the United States; (b) a cashier’s check, certified check, bank money order or bank draft, in any case drawn and issued by a national Banking association located in the State of Montana; (c) a Bid bond or bonds executed by a surety corporation authorized to do business in the State of Montana. These securities will be forfeited to the Butte-Silver Bow City-County Government as liquidated damages if the requirements in the way of contract are not entered into within fifteen (15) days after the date of award by the Council of Commissioners. The City-County of Butte-Silver Bow Montana reserves the right to negotiate the final terms and conditions of any one or more contracts to be executed, including but not limited to the fees. If the City-County of Butte-Silver Bow and a Vendor are unable to agree upon all contract provisions, the City -County of Butte Silver Bow reserves the right to cease negotiations, and to move on to select another Vendor or to reject all Proposals. The Vendor selected will be required to execute a City-County of Butte-Silver Bow Service Agreement.
