    Description

    SCOPE OF WORK In preparing a response to this Request for Qualifications (RFQ), the General Maintenance Contractor Consultant shall address the following specific components that should be included in the scope of work. The final scope of work will be coordinated with the City staff and the selected General Maintenance Contractor Consultant . The firm hired is to provide on call general maintenance, and/or general construction of city public facilities including but not limited to: street, drainage and utility infrastructure, maintenance, building construction/maintenance and landscape maintenance services, including but not limited to the following areas: GENERAL SERVICES-. The General Maintenance Contractor Consultant shall be capable of performing numerous disciplines such as general construction management and services, planning, development review, surveying, general civil engineering, landscape design, architectural design, geotechnical analysis, ADA compliance review, construction management, structural engineering, environmental reviews, floodplain management, construction inspection, or at a minimum have the ability to coordinate with firms that provide such services. The General Maintenance Contractor Consultant may, as needed, manage capital projects with regard to engineering, budget and cost management, compliance with state and federal regulations, contract administration, construction management, construction engineering and inspection, and quality assurance, material testing, and project closeout. DEVELOPMENT REVIEW - The General Maintenance Contractor Consultant may participate in technical review of and answer inquiries relating to development review. PLANNING- The General Maintenance Contractor Consultant will provide technical expertise and assist in planning initiatives such as comprehensive planning, future land use planning, water, wastewater, drainage and stormwater management planning, special area planning, street projects, building maintenance and other related projects, etc. The General Maintenance Contractor Consultant shall make recommendations regarding regulations and ordinances pertaining to engineering, planning, and development matters. Review applications that are assigned by City for administrative completeness Review applications for general compliance with City’s Construction Standards, Development Codes and Ordinances and Master Plans. Submit a quarterly, biannual or annual General Maintenance Plan DRAINAGE REVIEW – The General Maintenance Contractor Consultant will perform drainage reviews for drainage prevention maintenance cleanup of site development for conformance to City’s Hickory Creek Flood Protection Plan within the City limits as required by and in compliance with the City’s Development Code, Subdivision Ordinance, TCEQ regulations, and any other applicable drainage standards as those may be updated from time to time. CAD and GIS CAPABILITIES – Must have computer aided drafting experience and software (preferred software – BLUEBEAM) and geographical information system experience and capabilities that are compatible with City’s systems and will, upon request, provide electronic files to the City. WORK PRODUCT, REPORTING, and COMMUNICATION – The General Maintenance Contractor Consultant is expected to provide the City with copies of all work products without limitation, to include email correspondence, reports, analyses, correspondence, plans, drawings, and any other document produced in connection with the relationship with the City in printed and electronic form as requested. The City shall own all rights, title, and interest, including all copyrights and intellectual property rights to all documents that are created in connection with the consultant’s relationship with the City. OTHER CONSIDERATIONS - The scope of work to be performed by the General Maintenance Contractor Consultant for various City projects may include engineering services relating to the general maintenance for the planning, preliminary engineering, and construction engineering of projects. A detailed Scope of Work will be provided for specific projects. Services to be provided may include some of, but not limited to, the following: Prepare preliminary project costs Assist the City in the financial planning for projects Meet with the City and representatives of local, state, and federal agencies as necessary Perform surveys and assist in negotiations for land rights when required Attend public meeting and/or conferences with the City and representatives of other agencies and interested parties May advise and assist City officials with periodic review, editing and modification of subdivision and zoning regulations. Attend public meetings and provide input to meeting participants as needed. Provide construction staking as required Provide material testing as required Assist with preparation of environmental review records or impact statements Assist the City with property surveys, property plats, legal descriptions, and other items necessary for negotiating for land rights and easements as required Furnish consultations necessary to correct unforeseen project difficulties after City accepts work May review engineering plans submitted for new subdivisions including drainage, storm run-off, sewer, and septic systems May review of engineering plans for constructability and compliance with City requirements for any large commercial facilities planned in the City per City approved State and local standards Floodplain Management engineering review and interaction with FEMA and TXDOT including possible preparation of LOMA / LOMR process. Prepare / Manage / Attend pre-construction meets and regularly scheduled construction meetings Provide site observation of City projects under construction and prepare site visit documentation.
