    Description

    Members and Customer have experienced and/or are currently experiencing rapid growth and increased water demands and are currently planning Capital Improvements that will provide more operational capabilities and flexibilities in their individual systems.  CRWA is in need of an Operational Master Plan that will treat the individual systems and the CRWA system as one and provide an operational strategy.

    The selected Firm will be responsible for developing a comprehensive Operational Master Plan that identifies and defines strategies to effectively accommodate the needs of all CRWA Members and its Customer served by each CRWA facility. The scope of services for each facility includes, but is not necessarily limited to, the scope outlined below.

    1. Current Owner, Member, and Customer Operations
      1. Analysis of existing water system infrastructure including all components for Owner, Member, and Customer systems and delivery points for each Member and Customer.
      2. Study of current water demands and operational patterns of each Member and Customer, the impacts of each Members’ and its Customer operations on the Owner system, and how those impacts affect simultaneous delivery to other Members and its Customer receiving water from that system.
      3. Evaluation of projected water demands of each Member and Customer based on their projections related to demand growth.
      4. Recommendations for immediate improvements to improve system efficiency and reliability to accommodate needs until additional infrastructure has been constructed and put into service, including associated costs.

      1. Assessment of all water resources currently available to Owner, Members, and Customer.
      2. Development of an operational strategy that considers available resources and Member and Customer demand curves to maximize service reliability and consistency.
    1. Infrastructure Planning
      1. Assessment of Owner, Member, and Customer planned capital improvement projects and how they will affect overall system operations.
      2. Evaluation of timelines for capital improvements and development of a comprehensive schedule that identifies all improvements and their impacts to the overall operational strategy.

      1. Development of a comprehensive Operational Master Plan that includes all current demands and recommendations for operational strategies.
      2. Presentation of the OMP to Owner, Member, and Customer governing bodies.
