    Description

    Project Description: The Bonnyville Regional Water Services Commission (BRWSC} is seeking to retain an engineering consulting team or consortium to implement the project scope of the Frog Lake Regional Water Tie-In Project. Scope of Work: The scope of the project will include preliminary engineering design of a proposed waterline from the Cold Lake I Bonnyville regional waterline to the Frog Lake First Nation Boundary. The consultant will also be required to address all the Alberta Environment and Parks (AEP) Water Act requirements. The preliminary design will be based on the proposed east alignment identified in the "Frog Lake First Nations Regional Water Services Transmission Line - Feasibility Study prepared by AECOM, January 2018. From the new Bonnyville /Cold Lake waterline, a new transmission main will be installed to the Frog Lake First Nation Boundary where the Nation will be able to tie in. The approximate length of the project is 47 Kilometers. Connection points to the transmission line will include be not limited to Elizabeth Metis Settlement and Fishing Lake Metis Settlement. The project will also include conducting all the Aboriginal Consultation requirements related with installation of a regional waterline of this magnitude including all the additional requirements associated with an Inter-Basin transfer of water along with any other regulatory agencies approvals that may be required. In addition, the project will also include the provision for collaboration with Cold Lake First Nations concerning the development of the booster station in conjunction with a new reservoir that the Nation is proposing. The Consulting Firm will be expected to furnish, coordinate, and lead all activities of the project including: Predesign activities such as, but not limited to pipeline alternate/optimum alignment considerations, transient analysis review, Pumphouse/Booster station sizing and placement, value engineering considerations, geotechnical investigations, right-of-way and land acquisitions, and preliminary surveys. Completing all regulatory approval applications and the necessary requirements associated with these approvals. The Consulting Firm is encouraged to identify any additional features or value added components of their proposal that could be of benefit to the Bonnyville Regional Water Services Commission. Only those aspects deemed to be of benefit to the Commission may be considered in the evaluation. Please see Related Documents for RFQ specifics.
