The City of Alcoa (hereinafter referred to as “the City”) is issuing Requests for Qualifications (RFQ’s) from professional consulting engineering firms to develop an Asset Management Plan (AMP) for its Water Distribution System.
1. BACKGROUND
(a) The City of Alcoa operates a municipal water distribution system that provides water for a small residential, commercial, and industrial community with approximately 11,000 service connections and 30,000 customers. The City’s water distribution system is a collection of pressurized lines approximately 265 miles in length.
(b) Overall asset management for the City’s water distribution system is managed and implemented by City employees, currently relying upon a GIS-based map of City-owned assets. It is anticipated that in developing the Asset Management Plan, the selected firm will conduct field survey work, and the use of ground penetrating radar may be necessary to locate the physical location of some assets.
