The evaluation will seek input from all City departments.This Request for Qualifications (RFQ) seeks a consultant with expertise in public sector technology procurements related to Planning, PLS, and ERP systems. The City’s current legacy system, Trakit by CentralSquare, supports permitting and licensing operations and is integrated with ProjectDox by Avolve, the Agency’s electronic plan review solution. The selected consultant should consider the existing legacy system environment and related integrations as part of the assessment and transition planning process. Current system-related contracts expire at the end of June 2028, and the new system solution must be fully operational by that time.While the focus of the initial implementation is to evaluate the current legacy system Trakit, the City would like to expand the needs assessment to include a detailed process review across all functional areas to determine operational requirements and identify potential citywide efficiencies that can be realized by a new ERP system. ERP systems automate and integrate many core citywide functions into a single technology platform to help reduce process and data silos. The consultant will evaluate functional areas to include Financial Management, Revenue Management, People Management, Purchasing/Inventory Management, Maintenance Management, Reporting, Land Management, and Online Citizen Access. The deliverable will be a findings report with a recommended approach based on the City’s operational and strategic goals.The selected consultant will also support the development and administration of a Request for Proposals (RFP) process, management of the system selection process, including proposal evaluation, vendor demonstrations, and selection recommendations for the procurement of a new Permitting and Licensing System and/or ERP solution. Implementation support may be provided as an optional Phase II service.
