    • Quality (10 pts)

      The SOQ is concise, well written, and organized. The SOQ should address the items specified in Section IV, “SOQ Requirements”

    • Firm and Team Qualifications (50 pts)

      Technical experience in performing work of a closely similar nature, experience working with public agencies, record of completing work on schedule, and strength and stability of the firm. Specific technical experience in wastewater treatment projects and experience with at least five projects applicable to the Scope to be considered.

    • List of Northern California References (20 pts)

      Only projects performed by personnel that may be available should be referenced as qualifying experience.

    • Staff Rates (20 pts)

      Hourly rates are reasonable for staff experience, skill and market rates.
