    Description

    The City of Fulton is seeking Statement of Qualifications from qualified engineering firms to provide professional services including study and report preparation for the above-referenced planning project as well as future study phase services, design, bidding assistance, and construction administration and construction observation, should the project advance. The City of Fulton Common Council will review and evaluate the proposals to select a single engineering firm. The City of Fulton has been awarded a NYSEFC Preliminary Infiltration and Inflow (PII) Study Grant in the amount up to $50,000 with a local contribution of up to $10,000 to develop a Preliminary Infiltration and Inflow Study to evaluate the City’s entire sanitary sewer collection system for potential sources of infiltration and inflow (I&I). The proposed project will include the evaluation and identification of sources of I&I to the City of Fulton sanitary collection system, physical damage to the system, capacity limitations, and sanitary sewer system mapping. Findings of the PII Study will be used to apply for a follow-on NYS EFC Engineering Planning Grant (EPG) to further study the impacted areas identified by the PII study. The City of Fulton is requesting a Statement of Qualification (SOQ) for the completion of the PII study as described above and in accordance with the program requirements as identified by the NYS EFC PII Study Outline. Qualified Minority and Women Owned Business are encouraged to submit a proposal. The report must follow EFC’s current PII Study Outline (copy of EFC PII Study Outline can be found at: https://efc.ny.gov/system/files/documents/2026/03/03112026_pii.pdf). The report must also be in accordance with NYSDEC and NYSDOH requirement and standards. The engineering agreement for the PII study will not be subject to NYS EFC MWBE Utilization requirements or the EFC Mandatory Terms and Conditions. Future engineering agreements and amendments may require that the then current copy of the NYS EFC terms and conditions be attached as a supplement.
