The District will select a prime contractor from the statement of qualifications and proposals submitted on best value and not solely on the lowest cost.The effort of this project is funded by grant funds from the U.S. Environmental Protection Agency (EPA) Clean School Bus Program Grant. On September 10, 2024, the board approved a resolution to accept these funds to provide funding under the Infrastructure Investment and Jobs Act (IIJA) to the District's Transportation Services Department to replace existing school buses with zero emission (ZE) school buses.The project is estimated at $500,000. This is not a PSA project. The District requires that the prime contractor possess any of the following classification(s) of California State Contractors License(s), valid and in good standing, at the time of submittal and contract award: A, B [if performing the work of] C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 and/or C-46 or other appropriate licenses, subject to District approval. C-10 contractor must be identified and must have an EVITP certification.SENATE BILL (SB) 854 REQUIREMENTS: No contractor or subcontractor may be listed on an RFQ/P or awarded a contract for a public works project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code §1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code §1771.1(a)]. This project is subject to compliance monitoring and enforcement by the DIR.PREVAILING WAGES: Prevailing wage requirements apply to all public works contracts and must be followed per the Sample Master Contract of this RFQ/P. The applicable wage determination for this project is 2026-1.
