RFQ – Professional Engineering Design Services for the 39th Street Sidewalk

Notice is hereby given that the City of Washougal is soliciting qualification statements from consultants to select a design consultant for professional services on the 39TH Street Sidewalk Project.

Background

The City of Washougal was awarded grant funding through the Washington State Department of Transportation’s Safe Routes to School Program for the 39th Street Sidewalk Project. This project will improve pedestrian safety and connectivity along a key corridor linking Evergreen Way to J Street, serving students traveling to Gause Elementary School, Washougal High School, and Excelsior High School.

The 39th Street corridor currently experiences high vehicle speeds and lacks continuous pedestrian facilities, creating safety concerns for residents and students walking or biking to nearby schools. The project will address these issues by constructing approximately 2,200 linear feet of new sidewalk, upgrading ADA curb ramps, installing high-visibility crosswalks, Rectangular Rapid Flashing Beacons (RRFBs), speed feedback signs, and speed cushions, as well as adding pedestrian-scale lighting and buffered bike lanes.

This project supports the goals of the City’s Transportation Capital Facilities Plan (adopted April 2021) and Washougal Safety Plan (adopted February 2022) by improving non-motorized access, reducing vehicle speeds, and enhancing multimodal safety and connectivity.

The City is seeking a qualified consultant to provide engineering design services for this federally funded Safe Routes to School project, including environmental documentation, public outreach, right-of-way coordination, and preparation of bid-ready plans, specifications, and cost estimates.

In addition to the Safe Routes to School improvements, the City intends to evaluate and address drainage issues along 39th Street identified in the City’s Stormwater Master Plan. Runoff from a nearly 30-acre drainage basin currently collects along the 39th Street gutter lines and converges at the intersection with Evergreen Way, where frequent flooding occurs due to limited collection and conveyance capacity. The existing 18-inch storm system is estimated to be operating at approximately 75% capacity during a 100-year storm event, and the City lacks easement access to maintain the outfall. As part of this design effort, the selected consultant will also analyze stormwater conveyance and potential infiltration improvements along the corridor. This drainage analysis and related design work will be funded separately through the City’s stormwater utility.

Evaluation Criteria

• Completeness of response to the RFQ requirements (1 pts) —

  Responses to this RFQ must be complete. Responses that do not include the qualification statement content requirements identified within this RFQ and subsequent addenda, will be rated a Fail in the Evaluation Criteria and will receive no further consideration. Responses that are rated a Fail and are not considered may be picked up at the delivery location within 14 calendar days of contract award and/or the completion of the competitive process.

• Firm Experience (30 pts) —
  • Years of experience providing civil engineering design services.
  • Experience with federally and state-funded transportation projects.
  • Experience with WSDOT Local Agency Guidelines and Local Programs requirements.
  • Experience with Safe Routes to School, pedestrian, ADA, roadway, and stormwater improvement projects.
  • Experience delivering projects of similar size, scope, and complexity.
• Project Team Qualifications (25 pts) —
  • Originality, creativity, and soundness of approach to problem solving and analysis of design requirements.
  • Quality and completeness of the proposed approach to delivering the design, including understanding of scope, challenges, and project objectives
  • Demonstrate management and organizational ability as it relates to time management, scheduling, City staff/client relationships, etc., and the ability to meet deadlines.
  •     Ability to execute complete, clear and concise reports and produce a quality product.
• Relevant Project Experience (20 pts) —
  • Size of firm and available staff as appropriate for the required services.
  • General comprehension of the potential assignments and responsiveness to the design service requirements.
  • Demonstrated understanding of community economic and social relationships, such as citizen and environmental concerns, energy conservation, ecological and economic considerations.
• References / Past Performance (10 pts) —
  • Quality of work and overall client satisfaction on similar projects.
  • Demonstrated ability to complete projects on schedule and within budget.
  • Responsiveness to client requests and effectiveness of communication throughout the project.
  • Successful performance on projects of similar size, scope, and complexity.

  Past performance with the City of Washougal or other local agencies, if applicable.

• Capacity and Availability (10 pts) —
  • Availability of the proposed Project Manager and key personnel to meet the project schedule.
  • Adequacy of firm staffing, technical resources, and overall capacity to successfully complete the project.
  • Demonstrated ability to manage multiple projects while maintaining quality and meeting deadlines.
  • Ability to begin work promptly and meet the City's anticipated project schedule.
  • Stability and continuity of the proposed project team throughout the duration of the project.
• SBE Plan 5% (5 pts) —

This solicitation for Consultant Services does not obligate the City of Washougal to pay any costs incurred by respondents in the preparation and submission of a Proposal. This solicitation does not obligate the City of Washougal to accept or contract for any expressed or implied services. Furthermore, the City of Washougal reserves the right to award the contract to the next most qualified Consultant if the selected Consultant does not execute a contract within thirty (30) days after the award of the proposal.
