The City of Santa Cruz was incorporated in 1866 and formed its current charter in 1948. It is governed under a Council/Manager form of government. A Mayor and six Council members set policy for the City and a City Manager serves as chief administrator of those policies. The City is located on the coast, 75 miles south of San Francisco on the northern edge of the Monterey Bay. It encompasses 15.8 square miles with cultural and ethnic diversity among its population of 65,000. Santa Cruz is part of the National Marine Sanctuary and is a popular tourist destination owing to its beaches, surf culture, and historical landmarks.
The City provides a full range of municipal services and facilities including a recreational wharf, public golf course, over thirteen hundred acres of open space, full beach services, refuse management, law enforcement, fire protection, and water and wastewater utilities. The City is also host to the University of California Santa Cruz, the Santa Cruz Harbor, and the Santa Cruz Beach Boardwalk amusement park.
The Arroyo Seco Canyon Trail in Santa Cruz, California runs from Meder St to Grandview St on the westside of Santa Cruz. The Arroyo Seco Creek collects storm runoff from multiple tributary branches and runs alongside the trail, crossing the trail at various points via culverts. The creek bed of the Arroyo Seco Creek carries minimal flow and remains largely dry for most of the year with some deeper pools that remain wet all year. A 10-12” sewer main which collects from the upper westside and surrounding neighborhood runs through the canyon with manholes located along the trail. The trail path serves as a critical access road for maintenance staff to the sewer line and for first responders, as well as a recreation/commuter route for pedestrians/cyclists. Recent storm events compounded with the deterioration of aging infrastructure itself, have threatened access to and safety of the road, necessitating the rehabilitation of storm and pathway infrastructure.
SOQs will be evaluated for the Consultant’s qualifications, experience and references. The criteria will also include an evaluation of the Consultant’s longevity, projected financial stability, work flow, and performance on similar contracts.
SOQ’s will be evaluated on the accessibility of staff, flexibility and readiness in completing specified work.
SOQs will be evaluated for the makeup of the Consultant’s Project Team and their training, experience, certifications and accreditations.
SOQs will be evaluated for its professionalism and thoroughness. Consultants should answer all questions in the order presented.

The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to City of Santa Cruz so that it is received within 14 working daysafter the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.
Indicate whether your business will extend the pricing, terms and conditions of this bid to other government agencies, if you are the successful bidder. Your business would be required to make this contract available to interested agencies for at least six months following the award of this contract. Interested government agencies may enter into their own contract with the successful Contractor. They may negotiate minor changes in terms and conditions.

California Government Code Section 84308, commonly referred to as the "Levine Act," prohibits any member of the City Council of the City of Santa Cruz from participating in any action related to a contract if they receive any political contributions totaling more than $250 within twelve (12) months before or after the date a final decision concerning the contract has been made, from the person or company awarded the contract. The Levine Act also requires disclosure of such contribution by a party to be awarded a specific contract.
Answering YES to either of the two questions above does not preclude the City of Santa Cruz from awarding a contract to your firm or taking any subsequent action related to the contract. It does, however, preclude the identified City Council Member(s) from participating in any actions related to this contract.
