    Description

    The City of Ridgefield is accepting sealed bids for P21003-1 Ridgefield Community and Recreation Center to be received no later than Wednesday, April 1, 2026 at 4:00 p.m.

    Bids will be received as follows: General Contractor to provide all labor, supplies, equipment,
    materials for consisting primarily of the construction of: Community and Recreation Center: Construction of approximately 43,000 s.f. two-story building comprised of a fire-wall-separated Recreation Center and Community Center, set on a lot-line adjusted site.

    The Recreation portion of the building (34,500 s.f.) will contain a gymnasium with elevated track, natatorium with a lap pool and recreation pool, locker rooms, fitness center/studios, and reception/administrative areas. The Community Center portion (8,500 s.f.) will contain multipurposes spaces, teen center/classrooms, commercial kitchen, child-watch area and community spaces. The site will include parking, landscaping, trails, and other outdoor natural areas. Base bid also includes associated site and utility improvements.

    Bid packages will be viewed and downloaded via the City’s e-Procurement Portal at https://procurement.opengov.com/portal/ridgefieldwa. Bidders are required to register for a free account via the City’s e-Procurement Portal hosted by OpenGov Procurement. Once the bidder has completed registration, you will have access to download the Invitation to Bid and will receive addenda notifications to your email by clicking “Follow” on this project. Ultimately, it is sole responsibility of each bidder to periodically check the site for any addenda at https://procurement.opengov.com/portal/ridgefieldwa.

    All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City’s e-Procurement Portal, located at
    https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on 3/23/2026. Incomplete or late inquiries may not be considered.

    Bidders will have the option of submitting their packets online via the City’s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.

    If choosing to submit online, electronic sealed bids must be received by the City through the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 p.m. (Pacific Time) on 4/1/2026. This is the preferred method. Bids received after the specified time will not be accepted. The City’s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections.  The City strongly recommends completing your response well ahead of the deadline. Hand delivered bids shall be delivered to Ridgefield Administrative and Civic Center (RACC) building, 510 Pioneer Street, Suite B, Ridgefield, Washington 98642.

    Bids delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. Box 608, Ridgefield, Washington 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Bidders may call the Procurement Coordinator to verify receipt of their bid. Bids that are mailed and not received by bid closing of 4:00 p.m. local time, 4/1/2026, will not be considered complete and will be forfeited. The Bids will be opened and read aloud, immediately after the closing time for their receipt, at which time all interested persons are entitled to attend the Bid opening.

    Q (Wood fiber sound absorbing units - 09 84 30): The wood fiber sound absorbing units (Tectum) are in the specs, but I do not see them in the drawings. Please let me know where they are or if they have been removed.

    Q (Project Specifications missing sections): The table of contents for the project specifications lists 07 13 00, 07 17 16, 07 41 13, 08 51 13, 08 62 00, 32 13 16 and 32 13 73. In the body of the specifications these sections are not included. Please provide the listed sections or revise the table of contents to remove if they aren't needed/required.

Specification section 01 21 00 Allowances do list 7 Bid Allowances, with specific scope descriptions. Please confirm if these "allowances" are the 7 unit prices referred to in the Bid Form. If so, please modify the bid form unit prices to reflect the correct scope descriptions.

    Q (Height of Chain Link Fence on Wall Tops): Per L101 there is a note on some of the retaining walls that states “retaining wall w/chain link fence on top”. Spec 32 31 13 3.04 C. shows how to set the posts on wall tops. Can a top fence elevation be provided for all chain link fence on top of retaining walls?

    A: The wood athletic floor specification lists “sleepers” but the plan detail page (A941, Detail 4 “AWF to SF”) shows a panel system. Do you want a system with sleepers or a panel system? If you want a sleeper system, the current 1-1/2” recessed slab needs to be taller. Specification has been revised, refer to latest issued specification.


    Q (13 11 01 Confined Space Fall Protection Question): The description in specification 13 11 01 – Swimming Pool Accessories paragraph 2.11 calls for a confined space fall protection and rescue system with a Miller MightEvac self-retractable lifeline with emergency retrieval hoist suspended from a hoist trolly mounted to a gantry beam close to the ceiling for access into the Surge Pit. While this type of setup/configuration will work for access scenarios it will not work in a retrieval situation. Self-retractable lifelines like the Miller MightEvac are typically mounted rigidly to tripod systems or hoist systems at ground level so that the SRL system with its crank handle for the emergency retrieval are easily accessible from personnel standing on the ground. This is also to insure the SRL system doesn’t move when the handle is cranked under load to retrieve a person. In the setup/configuration described in the specification and shown in the plans a person performing a retrieval operation would need to be on a ladder of some sort to reach the SRL. Plus, as the SRL is not fix mounted it will swivel and move as the handle is being cranked to retrieve the person in need of rescue. This is not a safe setup for retrieving a person in need of rescue. Instead of the Miller MightEvac SRL being suspended from a hoist trolly mounted to a gantry beam close to the ceiling could it be mounted to something like a Miller 51 or 51X Tripod or a Miller DH-2 Hoist System? Alternatively, should something like a Miller QP Rescue System being used for retrieval instead?

    A: Based on the layout of the pool mechanical room, with 4 separate access hatches, adjacent equipment, and change in elevation adjacent to the hatches, it’s unlikely that a tripod system could be accommodated. Gantry type systems, such as the PortaGantry Rapide are similar in concept and OSHA compliant. Per the specifications, the contractor shall provide a “Confined Space Entry and Rescue System with Self-Retracting Lifeline that meets all OSHA, ANSI, and CSA requirements for access into the Surge Pit(s). This shall be configured with a hoist trolly designed to hang from a gantry beam that can be moved and located for use at multiple confined space hatch locations.” The contractor shall base the bid on the specified equipment. However, prior to the final submittal and approval, the contractor shall consult with OSHA and the manufacturer or consultant to verify compliance with rescue system requirements and include this in the bid. The Quickpick Rescue System described and/or fixed anchor/pully points directly over each pit may be required.


    Q (Flagpole Questions): To price the flagpole accurately, we need clarification on these specs: Height? Halyard type? (given in a round about way: external halyards: 2 with cleat boxes), Confirm satin finish? Butt diameter? Wall thickness? 105 MPH winds which we can meet with butt diameter and wall thickness combinations but it would be nice to have those specified. What about lights for the flagpole? Will a beacon light be needed?

    Q (Aggregate Pier Scope & Design Criteria): The Geotechnical Basis of Design - Ground Improvement memo included with Addendum #1 contained recommendations which do not completely align with the Aggregate Pier Notes on Plan Sheet S101. Clarification is requested to enable bidders to define the required scope of work for ground improvement. Specifically: - Plan notes state that “Aggregate piers shall be designed and installed… to mitigate… liquefaction effects,” and “dynamic differential settlement… to be limited to less than ¾ inch.” Geotech memo states that “liquefaction mitigation is not required…approximately 1.5 inches of differential liquefaction settlement… meets the code-based threshold for seismic settlement.” o Please clarify if aggregate piers are required to mitigate seismic liquefaction. - Plan notes state that “Improvements shall occur over the building footprint and extend a minimum of one half the of the embedment depth beyond the perimeter of the building.” Geotech memo does not include recommendations to extend treatment beyond perimeter of the building. We note that treatment beyond the perimeter is typically required for seismic mitigation, but not for static only support. o Please clarify whether aggregate piers are required to extend beyond the building perimeter. - Plan notes state that “Aggregate piers shall support foundations and slab on grade.” Geotech memo states that “ground improvement is necessary… beneath the building foundations, building slabs, retaining walls and retaining wall backfill, and areas where the fill thickness is equal to or greater than 10 feet.” o Please clarify whether aggregate piers are required beneath retaining walls, retaining wall backfill, and areas where fill thickness is equal to or greater than 10FT, and if so, please provide additional details on loads and settlement criteria for these areas. o Please clarify loading and settlement criteria for building slabs.     Q (Contract - Indemnification): Please address the absence of a clause for direct indemnification of the Contractor for liability related to handling or disposing of pre-existing hazardous materials, or for hazardous substances migrating from off-site, within the Contract Documents. The Contract Documents include provisions for "Indemnification" in Section 3.18 and "Hazardous Materials and Substances" in Section 10.3. While Section 10.3.5 outlines a reimbursement clause for the Contractor if held liable "solely by reason of performing Work as required by the Contract Documents," it does not explicitly provide for direct indemnification of the Contractor for broader liability concerning pre-existing hazardous materials or hazardous substances migrating from off-site.

    A: Section 10.3 establishes the procedures to be followed if hazardous materials are encountered, including suspension of affected work, evaluation by the Owner, and adjustment of Contract Time and Contract Sum where appropriate. The Contract does not include a provision requiring the Owner to indemnify the Contractor for pre-existing hazardous materials or off-site contamination. No additional indemnification is intended.     Q (Contract - Equitable Adjustment): Please clarify the Owner's intent regarding an equitable adjustment to the Contract Sum for material price escalation caused by tariff increases, as the Contract Documents do not include any provisions addressing this issue.

    A: The Contract is intended to be a fixed-price public works contract. The Contract Documents do not include provisions for adjustments to the Contract Sum based on tariffs or general market price escalation. Bidders should account for potential material price risks in their bids.


    Q (Contract - Liability Limitation): Please clarify the Owner's intent regarding a limitation of the Contractor's total aggregate liability under the Contract, as the Contract Documents do not include any provisions that limit total aggregate liability to a fixed amount or a percentage of the Contract price. The Contract Documents include provisions for "Indemnification", "Liquidated damages" and a "Waiver of Claims for Consequential Damages", however these existing provisions address specific types of damages or expand liability, but a general limitation on the Contractor's total aggregate liability is not present.

    A: The Contract does not include a limitation on the Contractor’s aggregate liability, and none is intended. The Contractor’s responsibilities and liabilities are governed by the provisions of the Contract Documents and applicable law.


    Q (Contact - Liquidated Damages): Please clarify the Owner's intent regarding the scope of the mutual waiver of claims for consequential damages in Section 15.1.4 ( Page 129), as it explicitly states that this waiver does not preclude the assessment of liquidated damages, limit other specified damages, or preclude the Contractor's obligation to indemnify the Owner for costs sought by a third party.

    A: The language is intended to provide for a waiver of consequential damages but clarify that the waiver does not extend to assessment of liquidated damages, the contractor’s generally applicable indemnity obligations, or any other damages that are expressly and specifically provided for in the Contract Documents.


    Q (Contract - termination after SCO): Please clarify the Owner's intent regarding any limitations on the Owner's right to terminate the Contract for cause after Substantial Completion, as Section 14.2.1 outlines reasons for termination for cause, including failure to ensure Final Completion, without explicitly limiting these rights after Substantial Completion. Given the existence of other contractual mechanisms available after Substantial Completion, such as the assessment of liquidated damages for delays in achieving Substantial and Final Completion (Section 4.5; Section 8.2.4), the Owner's right to take over and complete work if Final Completion is not achieved within 45 days after Substantial Completion (Section 4.5; Section 9.10.1.1), the deduction of costs for fees incurred due to delays after Final Completion (Section 9.10.1.3), and the Owner's right to correct nonconforming work after Final Completion and charge associated costs (Section 12.2.2.1), please clarify if the Owner intends to pursue these alternative remedies rather than termination for cause after Substantial Completion.

    A: The Owner intends to retain all remedies available under the Contract Documents, including termination for cause if the Contractor fails to fulfill its contractual obligations. The existence of other remedies in the Contract does not limit the Owner’s right to exercise termination for cause when appropriate.


    Q (Contract - Partial Occupancy): Please address the Contractor's concern that Section 9.9.1 allows for the Owner's partial occupancy or use of the Work without explicitly providing for corresponding adjustments to the Contract Sum or Contract Time. How does the Owner plan to approach potential impacts on the Contractor's schedule and obligations caused by such partial occupancy, especially given that Section 9.9.1 further states that such occupancy "shall not be deemed acceptance of any portion of the Work, nor shall it accelerate the time for any payment for the Work, nor prejudice any rights of the Owner under the Contract Documents... nor shall it relieve the Contractor of the risk of loss or any of its obligations under the Contract Documents"?

    A: Section 9.9 allows the Owner to occupy or use portions of the Work with the Architect’s approval. If such occupancy materially impacts the Contractor’s ability to perform the Work, the Contractor may pursue a claim under the Contract for an adjustment to Contract Time or Contract Sum as appropriate.


    Q (Geotechical Report): Please provid the raw data for CPT-1 and CPT-2 for geopier engineering and calculation.

    Q (Elevator Shaft Walls): The elevator shaft walls scale to about 6" thick on S211A but are dimensioned at 8" thick on 6/S301. Which is accurate?

    Q (1/S311): Detail 1/S311 calls out 2/S401 near grid 1. Detail 2/S401 is the masonry reinforcement schedule. Which is the correct detail for the wall section callout on 1/S311?

    Q (1/A231): Plan detail 1/A231 calls out wall assembly W1C along grid D between grids 5 and 7, which calls out a 12" thick cast in place concrete wall. Sheet S211A calls out a 14" concrete wall for this location. Which is the accurate thickness of this wall?

    A: The wall is 14" thick as indicated on 1/S211A and 3/S305.


    Q (A211): Sheet A211 calls out wall assembly W1C along grid 6 near grid C. It calls this as a 12" thick partial height to a 16' 2" elevation. Wall section 3/S305 calls this wall out as 14" thick, and terminating at the upper floor (elevation 15' 0"). What is the thickness of this wall? Does the wall terminate at elevation 15' 0" or 16' 2"?

    A: Wall thickness was updated in Addendum 1 to 1'-8" thick. Top of wall should align with finish floor. Arch to confirm.


    Q (Column C-2): Column C-2 is called out 4 times along the 18" thick wall along grid 6 on sheet S211A. Since this wall is now the same thickness as the columns (1' 8"), aren't these columns just a reinforcing detail?

    A: Correct.


    Q (Section 07 41 13): The table of contents shows "07 41 13 METAL ROOF PANELS", but there's no spec for it. Please advise.

    A: 07 41 13 was removed in Addendum 2. See that addendum for more information.


    Q (Section 08 43 13): The table of contents shows "08 43 13 ALUMINUM-FRAMED STOREFRONTS", but there's no spec for it. Please advise.

    Q (Pool Wall Footings): Are the pool wall footings shown on 2/S306 provided by the pool supplier or the GC?

    A: Footings are to be provided by GC. Arch to confirm.


    Q (S212A): The footing running along grids 5 and F is dimensioned on sheet S212A as 5' 0" wide. Elevation 1/S312 calls out section 12/S303 near grid F. This section gives a table with three possible widths for the footing, with the closest being 5' 6" wide. What is the width of this footing? What is it's proper alignment?

    A: Footing width should be 5'-6" wide. Drawings will be updated in future addendum.


    Q (S212A): On sheet S212A the footing running along grids F and 3 scales to 7' 9" wide along grid F, but scales to 7' 5" wide on grid 3. What is the correct dimension of the leg running on grid 3? What is it's proper alignment?

    A: Footing width should be 7'-9" and use detail 12/S303 SIM. Drawings will be updated in future addendum.


    Q (S212A): The footing running along grid 3 between grids D and E (including at slab w/thickenings) scales out at about 3' 4" wide. Section 9/S303 from S212B call out the footing per 6/S303. The table on this detail lists a 3' 0" wide and a 3' 6" wide footing (both 14" thick). What is the proper width (and thickness) for this footing? Should the thickened footing at the slab be 24" wide, 40" wide (scaled), or 42" wide (sim condition at 12/S301)?

    A: The 3'-4" dimension on S212A on Grid 3 should have been 3'-6". Drawings will be updated in future addendum.


    Q (S212A): The footing at the intersection of grids 2 & E on Sheet S212A calls out a TOF elevation of -9' 6-3/4". Callout 7/S303 on sheet S212B shows a footing with a bottom elevation of 1' 6" (min.) below grade. Building section 4/A601 appears to show the footing at about - 9' 6", and building section 5/A602 shows the footing just below grade. What is the TOF elevation for this footing? If this footing is closer to grade, then will it extend over to the face of the concrete wall near grid 3?

    A: Top of footing elevation are be per S212A.


    Q (S212B): Please review top of concrete wall elevations for the walls surrounding the surge/backwash rooms. Detail 5 on S302 is called out at the west wall and shows the slab terminating 5-1/2" below Grade level for the SOMD to rest upon. D as called out on elevations 4 and 5 on sheet S212B appear to show the walls extend above elevation 0' 0"; the structural elevations on S312 appear to show then stopping, and CMU starting at 0' 0". The architectural building sections, interior elevations and details appear to also show CMU also starting at 0' 0". Where do these wall terminate, and what are the proper details for the connection of the SOMD to the concrete walls or CMU?

    A: Along Grid 2 and 3, the step in slab will be internal. Details will be update to have the deck anchor to the cmu wall at the step up in the slab in a future addendum.


    Q (S212B): On sheet S212B, the wall along grid 5 calls out a wall section of 1/S305, and an elevation of 1/S312. The corresponding section in the architectural is 1/A614. The top configuration of the wall is different. Which is accurate? 1/S312 shows a top of wall of of 15' 0" and 1/A614 show a top of wall of about 14' 4". Which is accurate?

    A: Top of wall should be per arch as indicated on 1/S305.


    Q (2/S305): Detail 2/S305 calls out a maximum of 3' 0" for the 8" wall to extend above the 1' 2" Wall. That does not appear possible at the wall adjacent to Grid 1 on 3/A501. On the far left side of the panel, there is about 6' 4" of exposed EXT-4 which will require the 8" thick extension to extend at least 6' 4". Please Advise.

    A: Per 1/S211B, detail at that location should be 7/S306.


    Q (1/S305): Details 1/S305 and 2/S305 are similar in design and intent, as the wall narrows at the top to allow for the concrete wall to be hidden behind either brick veneer or a metal panel. 1/S305 shows a construction joint between the thicker base wall and the narrower extension, while 2/S305 shows no construction joint. Can either detail be poured with or without a construction joint at the contractor's option?

    A: Detail 2/S3.05 will be updated to show a construction joint at the thinner wall section. We do not object to omitting the construction joint.


    Q (3/S306): At the west wall of the Natatorium the structural drawings show the slab resting on both the Pilasters and walls per details 3 and 6 on S306. The architectural drawings show the slab resting on the wall per 1/A613, and butting into the pilaster/wall (not sure, different from structural). What are the correct details for the wall, and how the slab transitions into the wall?

    A: Slab on grade sits on top of wall as indicated on 3/S306 and 6/S306.


    Q (13/P601): Detail 13/P601 shows a 10-1/4" sump at the pool trench drain. Is this sump precast, cast-in-place with the slab, or cast-in-place prior to the slab being poured?

    A: We would anticipate this being cast in place with the slab along with all the trench drains.


    Q (Mock Up): A502 details 10 indicates the mock up needed for exterior finishes. The specs call out larger individual panels per finish. Are we to assume the drawings supersede?

    A: In reference to the panel size on the mock-up the sizes on the drawings take precedent. That precedent does not extend to the project as a whole.


    Q (Section 01 91 13): The specifications reference Section 01 91 13, but it doesn't appear to be included. Please advise.

    A: This section will be issued in a future addendum.


    Q (Sections 08 51 13 and 08 62 00): Please confirm spec sections 08 51 13 and 08 62 00 are not applicable to this project.

    Q (Masonry Flashing): 04 26 16 calls out copper flashings and to refer to 07 62 00, this spec does not have copper listed rather stainless steel. Stainless steel is also indicated in the drawings. Are we to assume Masonry flashings will be stainless steel?

    A: No copper flashing is called out in the drawing set, all masonry flashing to be stainless steel.


    Q (Retaining Walls): In response to your question 40 where you stated that only the walls shown on S212A and S212B use detail 1/S306. The wall running on the west edge of the NW parking lot and the north side of the pool and gym building also appears to be over 8' tall. What detail do we use for the portions over 8'?

    A: Per S212A/S212B, these walls are per civil and will be address in a future addendum.


    Q (Liquefaction Requirement ): Sheet S101 indicates aggregate piers shall mitigate liquefaction and limit differential settlement to less than ¾ inch. The Geotechnical Basis of Design memo included with Addendum #1 states liquefaction mitigation is not required and approximately 1.5 inches differential settlement meets code thresholds. Please confirm whether the ground improvement system is required to mitigate liquefaction or address only static settlement.

Please clarify if a safety railing or fence shall be installed. Please clarify if a safety guard rail or fencing is desired at the top of the retaining walls

    A: All retaining walls will have chain link fence installed at the top except the walls on the west side of the building adjacent to the plaza (these walls will have railings installed) and the retaining wall along the north property line (no fencing or railing proposed).     Q (Site Railing Clarification): Note 10.027 on A5.01 indicated galvanized metal railings for exterior stairs, however, detail 8/A103 indicates stainless steel handrails at the exterior stairs. Please clarify.

    A: Exterior stair handrails should be stainless steel per detail 8/A103. Note on A501 is updated in Addendum #4.

    A: The specifications are calling out bird glass make ups which are very expensive but not called out anywhere on the drawings. Is bird glass being used and if so please provide locations. No bird glass is called out in drawings. Verify with City if they want bird glass. Laminated glass is located in Gym windows, and is clarified in Addendum #4.

    A: Is the inside Myrtha gutter waterline going to have a tile finish just for the Leisure pool and not the Lap pool? The Leisure/Recreation pool will have a “Structural” Ceramic Element at the perimeter, including at the dividing wall.

    A: Can you please confirm what type of stainless steel material is required for the rail goods (grab rails, stair rails and zero entry rail)? We offer 1.5” OD in .120” wall thickness 316L SS (marine grade) or we also offer 1.9” OD in .065”, .109” or .145” wall thicknesses and in 304L or 316L. Can you also confirm the setback or length for the grab rails and confirm the design of the stair rails? For reference, please see the screenshots below from sheet AP701 detail 8 which shows a standard 3-bend rail but sheet AP900 shows 2-horizontal rails with multiple posts and some with offsets which will be more customized. Refer to Section 13 11 01 - Swimming Pool Accessories 2.01 which indicates Type 304 Stainless Steel.

The Water Feature Schedule is on Sheet K002 as well as the Pool Equipment Schedule.


    Q (No subject): Per sheet S102 there is a list of required deferred submittals. It lists the pool walls. Confirm the owner is handling this since they pool is owner furnished.

Baffles are mentioned in the materials legend, but they are PET baffles (ACT-4). Are PET baffles replacing the fabric wrapped baffles with a fiberglass core?

Please clarify if the unit price shall have overhead and profit as part of the unit rate or if the unit rate shall only be for the direct cost work.

    A: Unit prices shall include overhead and profit unless indicated otherwise in the bid documents.


    Q (No subject): Please clarify acoustic deck locations. Fully perforated B deck as shown on plans cannot be used at areas with concrete cover. These locations will need to have either non acoustic deck or cellular acoustic deck. Cellular acoustic profile will have a flat bottom plate and will look different than the acoustic deck ribs. Cellular acoustic NRC is 0.85. Either option will need to extend to bearing point past concrete locations.

    Q (Sound Absorbing Scope Clarification): The specification 09 84 30 lists the following products. Please clarify the following: What is the desired scope for acoustical wall panels?     A: The soil improvement and retaining wall design should be developed to provide adequate factors of safety for global stability for both static and pseudostatic conditions.

    Q (No subject): Our question/concern revolves around the nature of the requirement to self-perform a minimum 10% of the work on this project. We understand this question has been previously asked but we would like to readdress as we don’t believe the 10% min self-perform requirement is in the City of Ridgefield’s best interest, as it will most likely impact local subcontracting, reduce competitiveness, and cause a higher cost for the project. Our reasoning is as follows. Primarily, the 10% min self-perform requirement effectively requires every Contractor bidding this project to perform their own concrete and/or their own earthwork scopes. If they are required to perform their own work and can’t bid it out to the local subcontractor market, this will exclude in dozens of subcontractors and result in reduced market competitiveness. Secondly there maybe be confusion over the clause, as in our opinion, the description of this requirement leaves room for interpretation could result in challenges and project difficulties down the road. For example, of a scenario that could be construed either way, if the General contractor were to purchase the steel from a steel fab shop separately and have it delivered to the site and hire a separate contractor to install, would the General contractor get the credit for the supply of the product towards the 10% goal? As such we would like the previous answer concerning the 10% self perform requirement reconsidered.

    A: The 10% requirement ensures the general contractor’s role is to be active in the project and not just in an oversight capacity. In the example provided, with the prime purchasing steel but hiring a sub to install, that would not count toward the 10% requirement.

The Shadeloc is limited to about 14' 5" and the shades shown on the drawings range from 17' to 19'. Is it acceptable to price the shades without the ShadeLoc in order to meet the sizes shown on the drawings?

    A: Yes, that is acceptable for shades that exceed the 14'-5" size limit only.

    Q (Storm Drain and Overflow Sizing): P202 - The drawings indicate that the storm overflow piping is sized larger than the primary storm drain piping, even when the squarefootage of the roof is the same. Please confirm the basis for this sizing and whether this is intentional.

    A: Washington Plumbing Code Section 1101.12.2.2.1 required separate secondary stormwater drainage systems to be sized for double the rainfall rate of the primary systems, thus the difference in piping size.


    Q (FD-3 basis of design): What is the basis of design for the FD-3 floor drain tagged on P200?

    A: FD-3 has been updated on plumbing schedules. Basis of design is a Sioux Chief 842 series with PVC drain body.


    Q (Inline Valves on 1" Line to Kitchen): MF201 & MF202 There are multiple inline valves shown on the 1" line routed from the pool equipment room to the kitchen. Please confirm the purpose of these valves and whether they are intended to be standard ball valves or a different valve type. Additionally, advise if all indicated valves are required as shown.

    Q (Backflow Protection Requirements at Hose Bibbs Serving Pool Area): P201 The HB-1 hose bibb is specified with an integral vacuum breaker intended to protect against back-siphonage. Given that the adjacent pool water systems are pump-operated and backpressure conditions could potentially occur through the hose connections, please confirm whether the integral vacuum breaker provides sufficient backflow protection for the domestic water system in this application. Additionally, please clarify whether a separate reduced pressure (RP) backflow preventer is required for this area to ensure adequate protection.

    A: Services for hose bibbs located in the pool mechanical rooms will be moved from the potable water systems to a non-potable water system protected by a RPZ BFP device located in the adjacent mechanical room.

    A: The remaining area outside of the poured in place material under the fitness equipment is the same gravel that is flanks the side of the path. The surface materials in that area would be asphalt (path), poured in place (under the equipment), and gravel (everywhere else).

The specified rock backfill behind the pool walls is non-cohesive and will not provide lateral stability. Given that the shallower pool's footing is resting in the zone of influence and on the specified rock backfill, should the pool foundation be dropped so that it is not adding lateral pressure to the lap pool wall or a thicker footing to contact the ground outside the zone of influence?

These are designed by the structural engineer (PCS) for the project and will be what the Myrtha installer builds the pool walls on top of. This is engineered and stamped by PCS. 2.The pool floor. This will be poured after the walls are installed and create the bottom profile for the pool. It will be poured on top of fill specified per Myrtha requirements. For the purposes of bidding, PCS has updated the note to read, "Provide 6" Concrete Sab on Grade Minimum with Reinforcing per pool manufacturer" to "6" minimum concrete slab on grade with #4 at 12" once center each way minimum. It does not necessarily need to be “pea gravel.” • Well drained • Cohesionless material • Average grain size between ½" to 1" • Uniformly (poorly) graded • Self-compacting in nature • Clean and washed • Smooth non-angular surface The Contractor can submit a sieve analysis for proposed backfill for approval. We anticipate the contractor will be able to find this material locally, similar to what we typically require a zone behind retaining walls to be free draining material to avoid building up water pressure behind our walls.

The details on A941 call for Peel and Stick Ditra uncoupling membrane. Is it acceptable to use thinset-bonded Ditra in lieu of Peel and Stick? The specs call for Laticrete Hydroban waterproofing membrane at floor tile, but this contradicts the Ditra detail. Can we use Hydroban waterproofing/crack isolation membrane in lieu of Ditra, as well as a wall tile waterproofing membrane? There may be some issues with lateral footing pressure from the building footing and the pool wall and foundation. Can you confirm that is not the case here? Steps are callout with detail callouts. Locations without a callout are steps. S211A will be updated to add additional elevation tags and review step callouts for clarity in this area.
