Required Experience: As the safety of human lives is at risk, the Subcontractor shall have had a minimum of five (5) years documented experience in rigging and scaffolding access services. All Subcontractors’ personnel assigned to this work shall be able to communicate in a clear and effective manner. The project duration is from the beginning of the Contract (anticipated in April 2026) until May 31, 2028. It should be noted that the majority of the work will be performed from May through December of each year with minimal or uncertain amount of work anticipated during the winter months and after December 31, 2027. CDM Smith NY, Inc. has a prime contract with the NYSDOT, Contract No. D042087. All applicable provisions of the prime contract apply to the subcontract. CDM Smith NY, Inc. reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. Permits: The Subcontractor is responsible in procuring all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. Bid Letting: Proposals shall be mailed (return receipt requested), or otherwise delivered in a sealed envelope labeled Proposal for PIN: 1B26.02, TT26.01 Rigging and Scaffolding Access Services for Consultant Inspection Teams, and also labeled with the name of the bidder in accordance with the Invitation to Bidders Document. As noted previously, proposals must be received at the offices of CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110 no later than 11:00 AM on April 3, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 11:00 AM on April 3, 2026, and read out loud in the offices of CDM Smith NY, Inc., 3 Lear Jet Lane, Suite 100N, Latham, NY 12110 or on a conference call in a virtual environment with an audio recording, by Mr. Amodh Nirala, e-mail: niralaak@cdmsmith.com. A representative of NYSDOT may be present. Attendance by a representative from each of the prospective bidders is encouraged but not mandatory. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by mail. Until a contract is approved by the State Comptroller, contact with any other NYSDOT employee, or the firm as listed above, concerning this project should not be made unless otherwise directed by the Contract Management Bureau. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
