    Background

    The Village of Schaumburg Department of Transportation is seeking the assistance of a qualified consultant for Phase I Engineering Services for the Rodenburg Road Improvements project between Irving Park Road (IL 19) and Wise Road. The scope of this project shall primarily consist of roadway resurfacing and installation of an offstreet shared use path; this includes milling and resurfacing of the roadway pavement, rehabilitation of the existing path north of Morse Avenue, and construction of new path to complete the gap between Irving Park Road and Morse Avenue.

      7. That it will include verbatim or by reference the provisions of paragraphs 1 through 7 of this clause in every performance subcontract as defined in Section 2.10 (b) of the Commission's Rules and Regulations for Public Contracts so that such provision will be binding upon every such subcontractor; and that it will also include the provisions of paragraphs 1,5, 6, and 7 in every supply subcontract as defined in Section 2.10(a) of the Commission’s Rules and Regulations for Public Contracts so that such provisions will be binding upon every such subcontractor. In the same manner as with other provisions of this contract, the contractor will be liable for compliance with applicable provisions of this clause by all its subcontractors; and further it will promptly notify the contracting agency and the Illinois Fair Employment Practices Commission in the event any subcontractor fails or refuses to comply therewith. In addition, no contractor will utilize any subcontractor declared by the Commission to be non-responsible and therefore ineligible for contracts or subcontracts with the State of Illinois or any of its political subdivisions or municipal corporations.

    • Performance Security (required)

      The successful Proposer shall furnish as performance security a Performance Bond and a Labor and Material Payment Bond acceptable to the Village prior to the start of any work. Each of the bonds shall be in the sum of 100% of the contract amount. The performance bond shall: 1) serve as security for faithful performance of the work; and 2) guarantee the work against defective workmanship and material for a period of not less than one (1) year following acceptance of the work. The Labor and Material Bond shall serve as security that all wages are paid and materials provided for the work are paid by the successful Proposer. For contract awards that are less than $100,000.00, a Letter of Credit, in a form suitable to the Village, may be submitted as performance security, instead of a Performance Bond and a Labor and Material Payment Bond.

    Q (Proposed Roundabout): The second to last bullet point in the Minimum Scope of Services section (top of page 3) says "additional outreach may be needed for a proposed roundabout". Is a roundabout envisioned within the project corridor?

    A: Thank you, a roundabout is not envisioned in the corridor. Please disregard that sentence.


    Q (Previous Preliminary Engineering Study): Will the previously completed preliminary engineering study for the path extension from IL 19 to Morse Ave (circa 2019) be made available?

    A: Thank you. Yes, it will be made available to the consultant when they are selected. It does not include the resurfacing effort.


    Q (Certificates of Insurance): In the 2026-RFQ-020 Rodenburg Road Improvements – Irving Park to Weise Road RFQ in Section 6. Insurance Requirements, please clarify if the Consultant and subcontractor COIs are to be submitted with the proposal or can just be provided after the contract is awarded.

    A: Thank you. COI's will be requested after the contract is awarded. They are not expected as part of the submittal.


    Q (Additional Pages): Are cover pages and cover letters allowed to be submitted as part of a submission or is the first page in our submission to be our Statement of Project Understanding?

    A: Thank you. If a cover letter is provided, it can be a maximum of one page. Other than letterhead or template imagery, graphics are discouraged.


    Q (Phase I Experience): Is it possible to waive the requirement for completed Phase I experience if the consultant can provide multiple projects that are still in-progress that have similar scope to this project?

    A: Thank you. For professional experience, a project that is in-progress it may count toward total Phase I experience. The duration of time that it has been in-progress will need to be made clear as part of the statement of qualifications. For project experience, the RFQ states a requirement based on the minimum number of Phase I efforts completed within the past five years, and an in-progress Phase I will not count toward that number.


    Q (No subject): When you say “graphics are discouraged,” does that include photos of existing conditions as well?

    A: Thank you. Yes, in the one-page cover letter itself that means photos are also discouraged. Elsewhere, graphics and photos are acceptable as part of the submittal.
