    Sealed bids for CONSTRUCT TAXILANE; RECONSTRUCT TAXIWAY (PHASE II – CONSTRUCTION) project, to be constructed for the City of Rogers, Rogers Executive Airport, Rogers Executive Airport, will be received at the Airport Maintenance and Administration Building, 3 S. Airport Drive, Rogers, AR 72756 until 2:00 PM local time, Thursday, May 7, 2020 at which time the bids shall be publicly opened and read aloud. Sealed bids submitted prior to the bid opening should be sent to Rogers Executive Airport, ATTN: Airport Manager, 3 S. Airport Drive, Rogers, AR 72756. An Optional Pre-Bid Conference will be held at 10:00 AM local time, Thursday, April 23, 2020 via virtual meeting. Pre-Bid Conference attendance is optional, but highly recommended for bidders on this project. Information regarding the virtual meeting will be sent out to all plan holders one week prior to the meeting time. Potential bidders not on the plan holder list prior to the pre-bid conference can request access to the pre-bid conference by contacting Chris Maestri (CMMaestri@GarverUSA.com). The project includes, but is not limited to 8,650 square yards of pavement removal, 12,300 SF of metal hangar demolition, 13,500 square yards of asphalt pavement construction, grading and drainage improvements, gate and fencing installation, and associated miscellaneous work as shown on the plans and indicated in the specifications. Addendums to the bid package will be issued through the online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the online plan room in order to be included in the Plan Holders List. Prime bidders should be registered on the Plan Holders List in order to submit a bid on the project. Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to City of Rogers, Rogers Executive Airport. The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bidders must be licensed under the terms of Arkansas Code Annotated §§17-25-101, et. Seq. Mechanics and laborers on the project shall be paid not less than the minimum hourly rates set out in General Decision Number AR190158. A copy of the minimum hourly rates are bound in the contract documents. All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of 5.2 percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). City of Rogers, Rogers Executive Airport reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of City of Rogers, Rogers Executive Airport, and to reject nonconforming, nonresponsive, or conditional bids.
