    Description

    The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for Runway and Homeless Youth (RHY) Program. This Request for Grant Proposal (RFP) will clarify the Wisconsin Department of Children and Families (DCF) expectations, describe three distinct goals of the RHY Program, and highlight the importance of grounding youth-driven programming in local and regional partnerships, evidence-based/evidence-informed strategies, and data-driven decision-making. The target population for the RHY Program is youth and young adults ages 12-21 who have run away, are at-risk of running away, are homeless, or are at imminent risk of becoming homeless. Proposers may select a subset of this age range and youth may or may not have a history of child welfare or youth justice involvement. Services must be provided in one of the seven Youth Services Regions, see Appendix 1, Youth Services Regions Map. It is not necessary for the agency to serve the entire region. The State, as represented by DCF, intends to use the results of this RFP to award one (1) RHY Program contract in each Youth Services Regions identified in Appendix 1. Non-profit organizations, local units of government and tribal governments are eligible to apply.
