The City of Ridgefield is seeking qualifications from highly qualified firms to provide engineering consultant services on a planning effort to develop a likely scope, schedule, budget, funding options for ultimately delivering a new overcrossing of I-5 along the alignment of NE 10th St and NE 11th St in Ridgefield WA. The consultant will establish likely cost ranges, schedules and risk factors for the PE Phase, ROW Phase and CN Phase. The consultant will identify potential risk factors which could affect the cost ranges and schedules for the project. The consultant will determine likely grant funding sources for each phase to include grant cycles, match requirements, grant requirements and other factors to develop the financial plan to get this project through construction.
This consultant agreement is for the Planning phase of this project.
The city reserves the right to supplement the original consultant agreement into future phases (PE, RW, CN).
The Scope of Work is structured to:
• Support accelerated construction concepts, where feasible and advantageous.
• Clearly identify right-of-way, survey, and geotechnical needs and risks;
• Develop preliminary cost ranges for future PE, RW and CN phases of the project including risks that can affect the project costs and delivery timeline
• Identify major project milestones for the delivery of this project through construction
• Identify environmental permitting and other permitting needs for the project
• Identify potential funding sources for delivery of the PE, RW and CN phase of this construction project, including developing a financial delivery plan through construction.
• Develop and maintain coordination with Washington State Department of Transportation (WSDOT) and relevant federal agencies.
• Establish logical phasing for future project delivery; and
The consultant contract type is Negotiated Hourly Rate.

Respondents are required to register for a free account via the City’s e-Procurement Portal hosted by OpenGov Procurement. All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City’s e-Procurement Portal, located at https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on Monday, July 13, 2026. Incomplete or late inquiries may not be considered.
Proposers will have the option of submitting their packets online via the City’s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.
If choosing to submit online, electronic submittals must be received by the City through the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 PM (Pacific Time) Thursday, July 23, 2026. This is the preferred method. Submittals received after the specified time will not be accepted. The City’s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submittal deadline regardless of any technical difficulties such as poor internet connections. The City strongly recommends completing your response well ahead of the deadline. Submittals received by fax or E-mail will not be accepted.

The City of Ridgefield (“City”) is planning and proactively advancing a critically important new minor arterial roadway and crossing of Interstate 5, generally extending between S 11th Street/Wells Drive at Timm Road on the west and S 10th/ S 11th Street at Union Ridge Parkway on the east. The eastern terminus is planned as a modern roundabout. The corridor will ultimately provide two vehicular travel lanes, multimodal facilities, and dedicated accommodation for utilities crossing Interstate 5, thereby significantly enhancing system redundancy, long-term resiliency, and operational reliability.
The most substantial unconstructed segment of this corridor is the proposed crossing over Interstate 5, commonly referred to as the S 10th/ 11th Street Crossing. A conceptual, level design has been developed and has been actively utilized to guide right-of-way dedications associated with ongoing and future private development. This conceptual design will be evaluated and determine whether it should be used for the line and grade for the project, or if an alternative is preferred.
The City has received RTC STBG funding to advance the project through an environmental “footprint-level” preliminary design, establishment of the Area of Potential Effect (APE), and positioning the project to be prepared for development of state and federal environmental clearance documents under SEPA and NEPA. The NEPA document is expected to be Documented Categorical Exclusion (DCE).
The purpose of this contract is to position the City for subsequent funding opportunities supporting full preliminary engineering (PE), right-of-way acquisition, final design, and construction.
Proposing consultants shall include a brief profile of their firm(s). This profile should provide an overview of the firm’s areas of expertise on similar projects including transportation planning; surveying, environmental documentation and analyses; alternatives analyses and areawide land use and critical areas assessments; its history, primary market area, the current availability of firm personnel to complete the proposed project. If the proposing firm uses a sub-consultant, each participating firm should provide a firm profile. The city is anticipating sub-consultant profiles to be included for firms active in the planning phase of work. Additional subconsultants may be needed in future phases, but will not be evaluated during this phase. This section is intended to familiarize the City with the proposing consultant firms/teams. The project manager must be highly skilled at managing federally funded projects which include local agency improvements on WSDOT managed interstates including transportation, land use, critical areas, environmental studies, alternatives analyses and community involvement efforts relevant to the scope of work identified earlier in this RFQ. The submittal should also discuss how the project manager would consistently ensure high quality of work and their proven performance and experience in managing and delivering transportation projects with a multi-agency alternatives analysis, planning level environmental review, and broad community outreach component. Discussion of other key personnel (task or component leaders) including expertise and experience in their identified component(s) of the project.
This section of the submittal should contain brief descriptions of the consultant’s recent performance on delivering planning, design, right of way and construction of similar projects. Experience on projects with fed aid funding for projects including the City of Ridgefield, Clark County, and/or WSDOT Southwest Region is strongly desired, especially those using fed aid funds. For each project, the consultant should provide a brief description of what services were provided and the outcome of the projects. In addition, the project manager, start and end dates (actual and planned), and the total dollar value (actual and planned) of each project should be provided.
The submittal must include a brief section on the approach your firm will deliver this project through construction, as well as a schedule of milestones including assistance to the City with funding requests in upcoming legislative sessions and grant applications. Scoring will consider clarity and conciseness of the submittal.
Submittals must provide at least three (3) references for similar projects. References should also be recent (within the last 2 years) or current clients. References for subconsultants (if applicable) should be relevant to the proposed role of these services. Provide the name, title, organization, and telephone number for each reference listed.
Include a discussion about the firm’s/team’s commitment to small business enterprise involvement, including the level of SBE involvement on the proposed team. The voluntary SBE plan must state how the consultant intends to address the voluntary SBE goal for this project.
