    Description

    STATEMENT OF PURPOSE

    The West Sacramento Area Flood Control Agency (WSAFCA) is soliciting proposals from qualified firms or individuals ("Proposer") to provide geotechnical subsurface explorations, laboratory testing, and prepare a final report of findings that will inform the United States Army Corps of Engineers (USACE) design for the Sacramento River North West Levee (SRNL) erosion protection and levee improvements project. More details on WSAFCA's needs for this work are provided in the Scope of Work. The SRNL extends for approximately 5.8 miles along the west bank of the Sacramento River from the Sacramento Bypass South Levee to the Stone Locks east gate/closure structure. These geotechnical subsurface explorations will be done in close partnership with the USACE/Corps as the data will be evaluated by them for the design of future erosion protection and levee improvements. WSAFCA will negotiate a contract for these services based on the most qualified proposal.

     

    Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the WSAFCA pursuant to the terms of this RFP and the Agency's contracting procedures, if any is selected, is referred to herein as "Contractor." This RFP describes the SRNL background, scope of services, submittal instructions and schedule, and selection criteria.

    Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

    Background

    West Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000.

    The West Sacramento Federal Project (Project) was authorized in the 2016 Water Infrastructure Improvements for the Nation Act. The Project has a current estimated cost of $2.01 billion. Before the Project received a New Start designation, WSAFCA and State of California (State) invested nearly $210 million in advanced construction to immediately reduce flood risk to the 55,000 residents, property, and businesses in the City. This advanced construction included the first component of the authorized Project, the Southport Levee Improvement Project, and three segments in the north area of the City. The Corps has received approximately $153,000,000 to date in pre-construction engineering and design (PED) and construction funds for the Federal Project, which is being used to design and construct the next increments of the Federal Project, the Yolo Bypass East Levee project and Sacramento River North Levee (SRNL) 1S Contract.

    The SRNL 3E erosion protection project is the next phase of the Project. SRNL was studied at a feasibility level in the West Sacramento Project General Reevaluation Report. The levee seepage improvements project is currently at the 65% design phase. In advance of additional federal appropriations, WSAFCA intends to advance design of the erosion protection phase of the Project. The geotechnical subsurface investigations requested in this proposal will be used to determine recommended future improvements for design and construction along the west bank of the Sacramento River.

    • Standard Contract Qualifications

      If the Proposer seeks any contract modifications, they must upload a redlined version of the contract provided in the Attachments, clearly identifying the specific language at issue and the proposed revisions in a Word document.

      If no modifications are submitted, this question may be skipped and no upload is required. In the absence of any submission, the Proposer will be deemed to have accepted the Contract terms in full and to be capable of performing the Scope of Work, along with all related managerial responsibilities, without reservation.

    • Insurance Requirements (required)

      The Proposer acknowledges WSAFCA's insurance requirements and endorsements as outlined in the Insurance Checklist in Attachments. Any Proposal unable to meet the Insurance Checklist requirements shall be considered nonresponsive and ineligible for Contract award.

      Proposer shall be required to provide proof of requisite insurance prior to Contract execution. Failure to do so shall be just cause for forfeiture of the Proposal guaranty and/or rejection of the Proposal.
