    BACKGROUND:The Southern California Association of Governments (SCAG) is designated as the Metropolitan Planning Organization (MPO) for six (6) southern California Counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura) and 191 cities in an area covering more than 38,000 square miles.The agency develops long-range regional transportation plans including sustainable communities’ strategies and growth forecast components, regional transportation improvement programs, regional housing needs allocations, and a portion of the South Coast Air Quality management plan. As a metropolitan planning organization with a focus on transportation and regional development patterns, understanding the economic drivers and trends of Southern California is important in developing and analyzing the impacts of the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), also referred to as “Connect SoCal.”Regular analysis and discussion of the regional economic trends and events inform the multi-year development and implementation of the RTP/SCS and support ongoing communication with SCAG stakeholders through various outreach efforts, chiefly, quarterly presentations to SCAG’s Regional Council.OBJECTIVE:The purpose of this procurement is to convene a consortium of regional economic experts (“the Economic Roundtable”) to support SCAG’s overall planning activities. SCAG seeks experts in each of the 12 specialties listed below (six (6) counties and six (6) topic areas). Prospective Economic Roundtable members should indicate up to three (3) specialties in their proposal. Proposals should describe the qualifications and proposed approach specific to the desired work tasks. SCAG expects to select multiple consultants for the contract award. SCAG expects that all areas of expertise listed below will be represented in the consortium of selected experts.
