    Description

    The New York Ocean Action Plan (OAP) identified the need to design and implement a monitoring survey for sea turtles in New York to determine and implement appropriate conservation actions to mitigate growing threats to sea turtles such as fishing gear entanglements and incidental catch. By satellite tagging the three hard- shelled species of sea turtles, we can get a better understanding of sea turtle distribution and habitat utilization when in NY waters, particularly Long Island Sound, bays, and estuaries. The Riverhead Foundation for Preservation and Research d/b/a New York Marine Rescue Center (NYMRC) is the only group in New York authorized by the National Oceanic and Atmospheric Administration (NOAA) to provide direct response services to live sea turtles including rehabilitation in New York, and can perform the needed sea turtle tagging research. The Department intends to award this work pursuant to its discretionary purchasing authority under State Finance Law §163(6) and therefore has not issued an open solicitation for quotes. Offerors shall adhere to the NYS Department of Environmental Conservation Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence.
