Serenola Substation Fence Phase 1

GRU is soliciting bids for the installation of approximately 600 linear feet of commercial-grade, black vinyl-coated chain link fencing along the north property line of the Serenola substation. This project includes the installation of a 14-foot wide double gate system at the north corner of the property, located within the utility right-of-way, where it will function alongside an existing vehicle gate and connect to the current fencing behind the adjacent apartment complex. The primary goal is to significantly enhance site security while maintaining an aesthetically pleasing appearance that complements the neighboring hotel property. By selecting a high-quality, black vinyl-coated system, we ensure the necessary durability for utility infrastructure while achieving a low-profile, professional look that minimizes the industrial impact of the site.

Background

This security enhancement project at the Serenola substation is driven by the immediate need to secure critical utility infrastructure against persistent unauthorized access. Current site observations confirm frequent, repeated trespassing by unauthorized individuals, as well as the presence of transient activity, domestic animals, and hotel personnel within the substation’s established perimeter. These incidents represent a significant liability and physical security risk to both the utility and the involved parties. The installation of a high-security, professional-grade perimeter barrier is a mandatory measure to mitigate these security vulnerabilities, ensure the integrity of site operations, and maintain compliance with established corporate safety standards.

Evaluation Criteria

• Price (50 pts) —

  This criterion evaluates the vendor’s pricing for transparency, competitiveness, and long-term sustainability. The grading should look beyond the initial installation quote to assess the "Total Cost of Ownership," including the quality of materials and the cost of future maintenance. A superior bid will provide a detailed line-item breakdown that justifies the cost through superior durability and includes a comprehensive warranty.

• Materials Quality (25 pts) —

  This project requires industrial-grade deterrents, not residential materials. Vendors should be evaluated on the quality of their 9-gauge chain link fabric, the structural integrity of the gate, The hardware must be robust enough to withstand attempted forced entry and environmental wear over a 10-year lifecycle.

• Vendor Performance & Public Utility Experience (15 pts) —

  Evaluate the vendor’s history with similar utility or government contracts. High marks should be given to vendors who can provide references from other utilities or critical infrastructure managers. This confirms they understand the unique procurement, insurance, and performance bond requirements typical of GRU and other municipal utility operations.

  The State of Florida incorporates the Occupational Safety and Health Administration’s (OSHA) excavation safety standards, 29 C.F.R.  1926.650 Subpart P, as its standard (Sections 553.60-64, F.S.). The Contractor/Respondent shall list separately in their Proposal the cost of compliance with these standards on a lineal footage basis and the method of compliance. The bidder shall determine if special shoring requirements are needed. Special shoring shall be identified and priced on a square footage basis in the Proposal.
