The Northern Bristol County Public Health Alliance (NBCPHA) Shared Public Health Services group is seeking sealed bids and proposals from qualified consulting firms or individuals for a Shared Services Coordinator to manage a grant from the Commonwealth of Massachusetts Executive Office of Health and Human Services to support the cities and towns of Attleboro, Berkley, Dighton, North Attleborough, Rehoboth, and Taunton.
The Coordinator will report to the NBCPHA Shared Public Health Services’ Advisory Board, which is comprised of a representative from each participating municipality. The Coordinator will work closely with the Director of the lead agency. The Coordinator will function independently as a contractor procured from an appropriate employment agency to work on a regional basis to ensure coordination, support, and delivery of shared nursing, inspectional and epidemiological/Public Health Specialist resources for the participating health departments and lead efforts to secure resources for ongoing work of the shared service initiative.
The Northern Bristol County Public Health Alliance (NBCPHA) is a shared services arrangement between the health departments and Boards of Health (BOH) of the municipalities of Attleboro, Berkley, Dighton, North Attleborough, Rehoboth, and Taunton to share public health services. This arrangement is funded by the Massachusetts Department of Public Health (MDPH), Public Health Excellence (PHE) grant program. NBCPHA is governed by an Advisory Board, consisting of one member from each municipality.
The purpose of the PHE Grant is to implement the recommendations made in the Special Commission on Local and Regional Public Health (SCLRPH) June 2019 report by increasing local public health capacity through regional shared services programs and agreements.
The six communities in the NBCPHA have a strong history of collaborating on regional services. All six participate in the Bristol County Public Health Emergency Preparedness Coalition, the Tobacco Control Collaborative Program, and the Massachusetts Association of Public Health Nurses (MAPHN) Southeast Chapter. Many have also coordinated with one another in rolling out regional COVID-19 vaccination efforts.
The demographic composition of our Alliance is varied, reflecting a fabric comprised of mid-size gateway cities and small towns. However, our public health needs – and the unique partnership we have built to address them — are very much aligned.
Traditionally, the capacity of our local BOHs and respective health departments largely centered on environmental inspection responsibilities, with occasional MAVEN epidemiology and coordinating community responses for residents with substance use disorders. Moreover, our communities continue to struggle with meeting statutory public health mandates and reporting requirements, especially at a time when we have a collective priority to implement the recommendations of the Special Commission's Blueprint.
The selected Consultant shall provide regular progress reporting and shall closely coordinate its schedule with the Alliance and its designated project management personnel. The Consultant shall be required to provide a primary point of contact to the Alliance for the duration of the project and shall be expected to attend regular project status and management meetings. The Consultant's progress reporting shall include forecasting upcoming project activities.
