    In keeping with its strategic plan, the Agency is now soliciting for Quotes from qualified, licensed and insured entities to provide Security Service to the Agency Property located at Sierra Terrace Market, 937 Klette Fresno, CA 93706.  All Quotes submitted in response to this solicitation must conform to all of the requirements and specifications outlined within this document and any designated attachments in its entirety.

    Evaluation Criteria

    • Workers Compensation Insurance

      An original certificate evidencing the proposer’s current industrial (worker’s compensation) insurance carrier and coverage amount;

    • Contract Execution Details

      By completing, executing and submitting questions located under the Vendor Submittal section, the “proposer is thereby agreeing to abide by all terms and conditions pertaining to this solicitation as issued by the Agency, either in hard copy or on the noted Procurement Portal,” including the contract clauses provided. Accordingly, the Agency has no responsibility to conduct after the submittal deadline any negotiations pertaining to the contract clauses already published.

    • Contract Form

      The Agency will not execute a contract on the successful bidder's form–contracts will only be executed on the Agency form (please see Sample Contract) and by submitting a quote, the successful bidder agrees to do so (please note that the Agency reserves the right to amend this form as the Agency deems necessary).  However, the Agency will during the solicitation process (prior to the submittal deadline) consider any contract clauses that the proposer wishes to include therein and submits in writing a request for the Agency to do so; but the failure of the Agency to include such clauses does not give the successful bidder the right to refuse to execute the Agency's contract form.  It is the responsibility of each prospective bidder to notify the Agency, in writing, prior to submitting a quote, of any contract clause that he/she is not willing to include in the final executed contract and abide by. The Agency will consider and respond to such written correspondence, and if the prospective bidder is not willing to abide by the Agency's response (decision), then that prospective bidder shall be deemed ineligible to submit a quote.

    • Per 2 CFR 200.321 (b)(3)

      Contracting with small and minority firms, women's business enterprise and labor surplus area firms.

      1. The grantee and subgrantee will take all necessary affirmative steps to assure that minority firms, women's business enterprises, and labor surplus area firms are used when possible.
      2. Affirmative steps shall include:
        • Placing qualified small and minority businesses and women's business enterprises on solicitation lists;
        • Assuring that small and minority businesses, and women's business enterprises are solicited whenever they are potential sources;
        • Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority business, and women's business enterprises;

    • Security Services for Sierra Terrace Market- 937 Klette Avenue, Fresno, CA 93706

      1. General

      Fresno Housing (FH) is requesting quotes from qualified security service providers to furnish unarmed security guard services and scheduled perimeter patrols for the Sierra Terrace Market property located at 937 Klette Avenue, Fresno, California 93706.

      The successful contractor shall provide all labor, supervision, uniforms, equipment, communication devices, vehicles (if applicable), reporting, and incident documentation necessary to perform the services described herein.

      Pricing shall separately identify:

      • Hourly rate for the Unarmed Standing Guard
      • Cost per Perimeter Patrol Check
      • Any applicable holiday rates (if different)
      • Any additional fees not included in the hourly or patrol rates

      No additional charges will be permitted unless approved in writing by Fresno Housing.


      2. Service Schedule A. Unarmed Standing Guard

      One (1) unarmed security guard shall be stationed onsite during the following hours:

      Daily

      • 11:00 PM – 3:00 AM

      The security officer shall remain on-site during the entire scheduled shift and shall not leave the property except in the event of an emergency requiring immediate response.


      B. Scheduled Perimeter Patrols

      The Contractor shall perform five (5) perimeter patrols each day during the following time windows:

      • 6:00 AM – 7:00 AM
      • 9:30 AM – 10:30 AM
      • 11:00 AM – 1:00 PM
      • 2:30 PM – 4:00 PM
      • 6:00 PM – 7:30 PM

      Each patrol shall include a complete inspection of the property.

      Documentation shall include:

      • Date
      • Time of arrival
      • Time patrol completed
      • Officer name
      • Observations
      • Corrective actions taken
      • Photographs of any damage or criminal activity when practical

      3. Property Information

      Sierra Terrace Market is a forty-six (46) unit multifamily residential community.


      4. Required Services

      The Contractor shall perform services including, but not limited to:

      • Maintain a highly visible security presence throughout the assigned shift.
      • Patrol the property on foot and observe for suspicious or criminal activity.
      • Monitor for trespassing, loitering, vandalism, theft, illegal dumping, drug activity, unauthorized camping, and other prohibited activities.
      • Deter criminal activity through active presence and professional engagement.
      • Respond promptly to disturbances and security concerns.
      • Utilize conflict de-escalation techniques whenever appropriate.
      • Contact law enforcement, fire department, EMS, or other emergency responders when necessary.
      • Report emergencies immediately to Fresno Housing's designated representative.
      • Inspect all common areas, laundry facilities, community areas, parking areas, walkways, stairwells, and landscaped areas.
      • Check vacant units for evidence of forced entry, vandalism, unauthorized occupancy, or safety hazards.
      • Report maintenance concerns presenting immediate health or safety risks.
      • Secure gates, doors, or common areas if found unsecured and notify Fresno Housing.
      • Assist in maintaining a safe environment for residents, visitors, and staff.
      • Cooperate with law enforcement and emergency responders as necessary.

      5. Standing Guard Responsibilities

      The assigned security officer shall:

      • Maintain a constant physical presence at the assigned post.
      • Remain alert and attentive throughout the shift.
      • Conduct routine foot patrols of the property while maintaining assigned post responsibilities.
      • Not sleep, use personal electronic devices excessively, or engage in activities that interfere with assigned duties.
      • Wear the required company uniform at all times.
      • Display company identification and BSIS-issued guard registration.
      • Maintain professional conduct with residents, visitors, contractors, and Fresno Housing staff.

      6. Incident Reporting

      The Contractor shall provide:

      • Daily Activity Reports (DARs)
      • Incident Reports
      • Emergency Reports
      • Photographs when appropriate

      Incident reports shall be submitted to Fresno Housing no later than the next business day, or immediately for emergencies.

      Reports shall include:

      • Date
      • Time
      • Officer name
      • Description of incident
      • Persons involved (if known)
      • Actions taken
      • Agencies contacted
      • Case number (if applicable)

      7. Contractor Qualifications

      The Contractor shall:

      • Hold a current California Bureau of Security and Investigative Services (BSIS) Private Patrol Operator (PPO) license.
      • Ensure all assigned security officers possess current BSIS Guard Cards.
      • Ensure all required permits, licenses, certifications, and registrations remain current throughout the contract term.
      • Maintain all required insurance.
      • Provide trained and qualified personnel capable of performing the required services.

      8. Performance Standards

      Security officers shall:

      • Report to duty on time.
      • Be courteous and professional.
      • Exercise sound judgment.
      • Follow all applicable federal, state, and local laws.
      • Maintain confidentiality regarding residents and Fresno Housing operations.
      • Perform services in a manner that promotes resident safety and protects Fresno Housing property.

      9. Minimum Staffing Requirements

      The Contractor shall provide qualified security personnel for all scheduled shifts and patrols identified in this Scope of Work.

      The Contractor shall be solely responsible for providing relief personnel to ensure uninterrupted service. Under no circumstances shall scheduled shifts or patrol checks be missed due to staffing shortages, scheduling conflicts, illness, or other personnel issues.

      If an assigned security officer is unable to report for duty, the Contractor shall provide a qualified replacement prior to the beginning of the scheduled shift.

      Failure to provide staffing as required may be considered a material breach of the contract.


      10. Personnel Qualifications and Replacement

      All security personnel assigned to this contract shall:

      • Possess a valid California Bureau of Security and Investigative Services (BSIS) Guard Card.
      • Meet all training requirements required by BSIS and applicable California law.
      • Be properly licensed, trained, and supervised.
      • Wear the Contractor's approved uniform and company identification while on duty.
      • Conduct themselves in a professional, courteous, and respectful manner when interacting with residents, visitors, Fresno Housing staff, contractors, and members of the public.

      Fresno Housing reserves the right to request removal and replacement of any assigned security officer whose conduct, performance, appearance, professionalism, or qualifications are deemed unacceptable. The Contractor shall replace such personnel within twenty-four (24) hours, or sooner if requested due to safety or security concerns.


      11. Emergency Response

      The Contractor shall maintain the capability to respond to emergency service requests outside of regularly scheduled patrols when requested by Fresno Housing.

      The Contractor shall provide Fresno Housing with a twenty-four (24) hour dispatch telephone number and an emergency management contact.

      For emergency service requests, the Contractor shall respond within sixty (60) minutes unless otherwise approved by Fresno Housing.


      12. Communication Requirements

      The Contractor shall designate a Contract Manager who shall serve as the primary point of contact for Fresno Housing.

      The Contract Manager shall:

      • Be available during normal business hours.
      • Respond to Fresno Housing inquiries within one (1) business day.
      • Conduct performance reviews with Fresno Housing upon request.
      • Address service concerns in a timely manner.
      • Ensure all incident reports and daily activity reports are submitted as required.

      The Contractor shall also provide a twenty-four (24) hour emergency contact for after-hours issues.


      13. Daily Activity Reports

      The Contractor shall submit a Daily Activity Report (DAR) for each standing guard shift and each scheduled patrol.

      At a minimum, each report shall include:

      • Date
      • Time on site
      • Time departed
      • Officer's name
      • Areas inspected
      • Observations
      • Incidents
      • Resident interactions, if applicable
      • Corrective actions taken
      • Law enforcement contact information and case number, if applicable
      • Photographs of vandalism, property damage, or other significant incidents whenever practical

      Reports shall be submitted electronically no later than the next business day unless otherwise directed by Fresno Housing.


      14. Performance Standards

      The Contractor shall perform all services in a professional manner consistent with accepted industry standards.

      Performance expectations include, but are not limited to:

      • One hundred percent (100%) attendance for all scheduled shifts and patrols.
      • Timely arrival for all scheduled services.
      • Accurate and complete documentation.
      • Professional appearance and conduct.
      • Compliance with all applicable federal, state, and local laws.
      • Immediate notification to Fresno Housing of emergencies or significant incidents.
      • Cooperation with law enforcement and emergency responders.

      15. Non-Performance

      Failure to perform services in accordance with this Scope of Work may result in corrective action, withholding of payment for services not performed, termination for default, or other remedies available under the contract.

      Examples of non-performance include, but are not limited to:

      • Missed shifts.
      • Missed patrols.
      • Late arrival.
      • Failure to submit required reports.
      • Incomplete patrols.
      • Sleeping while on duty.
      • Leaving the assigned post without authorization.
      • Failure to notify Fresno Housing of significant incidents.
      • Failure to maintain required licenses or insurance.
      • Unprofessional conduct toward residents, staff, or visitors.

      16. Patrol Verification

      The Contractor shall maintain documentation verifying completion of all scheduled patrols.

      Documentation may consist of electronic guard tour reports, GPS tracking records, electronic checkpoint scans, mobile reporting software, or other verifiable methods approved by Fresno Housing.

      Fresno Housing reserves the right to request copies of patrol verification records at any time during the contract term.

    • Business License

      Provide proof of California Business License, General Liability, Auto-Insurance, Worker’s Compensation, and Other Liability Insurance.

    • Required HUD Forms and Documents

      Contractors are to download and completed all required HUD forms indicated in the solicitation and contracting process. All HUD Forms are available at https://www.hud.gov/hudclips. All forms may not be modify without written HUD approval from the Assistant Secretary for Public and Indian Housing.

    • Ties

      In the case of bids, the award shall be decided as detailed within Section 6.12.C of HUD Procurement Handbook 7460.8 REV 3, by “drawing lots or other random means of selection.”

    • Entry of Bidder's Fees

      The bidder’s fee shall be submitted by the bidder and received by the Agency in the provided area within the OpenGov system or within the Hard Copy Submission. Any bidder that does not comply with these instructions, may be rejected without further consideration. 

      Unless otherwise stated, the bidder fees are all-inclusive of all related costs that the successful bidder will incur to provide the noted services, including, but not limited to: employee wages and benefits, clerical support, overhead, profit, licensing, insurance, materials, supplies, tools, equipment, long distance telephone calls, document copying not specifically agreed to by the Agency, etc.

      The California Tax Credit Allocation Committee regulates the amount of profit a General Contractor can receive from a project. The follow paragraph is from the CTCAC regulations, June 16, 2021; Section 10327 c (3).

      “Builder overhead, profit and general requirements. An overall cost limitation of fourteen percent (14%) of the cost of construction shall apply to builder overhead, profit, and general requirements, excluding builder’s general liability insurance. For purposes of builder overhead and profit, the cost of construction includes offsite improvements, demolition and Regulations Section 10327 Page 80 of 99 site work, structures, prevailing wages, and general requirements. For purposes of general requirements, the cost of construction includes offsite improvements, demolition and site work, structures, and prevailing wages. Project developers shall not enter into fixed-price contracts that do not account for these restrictions, and shall disclose any payments for services from the builder to the developer.”

    • Right to Not Award

      The Agency reserves the right not to award a contract pursuant to this solicitation.

    • Required Licensing

      The Contractor(s) shall be in possession of any current appropriate licensing that may be required by the County of Fresno (and/or, if applicable, any city jurisdiction therein in which work will be performed) and/or the State of California. The Contractor shall be duly licensed in accordance with the State of California, and will eventually be required to provide the Agency proof of such current licensing.

    • Responsive and Responsible Evaluation

      Bid submittals received will be evaluated in private for responsiveness (i.e. meets the minimum of the requirements).  Firms not meeting the minimum that are deemed to be non-responsive will be notified of such in writing by the Agency in a timely manner.  The Agency will evaluate the apparent lowest responsive bidder to ensure that he/she is responsible (i.e. a firm that is qualified, responsible and able to provide to the Agency the required services).  If the Agency ascertains that such firm has the required ability, capability, experience, knowledge, licensing, insurance and resources to provide the required services, the Agency may proceed with award.  If the Agency determines that such firm is deemed to be not responsible, such firm will be notified of such in writing.  In such case the Agency may proceed with the noted Responsive and Responsible Evaluations with the next lowest bidder.

    • Quantities

      All quantities entered by the Agency herein and within the corresponding Pricing Items within the noted Internet System are for calculating purposes only.  

    • Right to Terminate

      The Agency reserves the right to terminate a contract awarded pursuant to this solicitation, at any time for its convenience upon 10 days written notice to the successful quotes(s).

    • Per HUD Procurement Handbook 7460.8 REV 3
      • Section 16.5.A, Required Efforts.  Consistent with Presidential Orders 11625, 12138, and 12432, the Agency shall make every effort to ensure that small businesses, MBEs, WBEs, and labor surplus area businesses participate in Agency contracting.
      • Section 16.5.B, Goals.  The Agency is encouraged to establish goals by which they can measure the effectiveness of their efforts in implementing programs in support of contracting with disadvantaged firms.  It is important to ensure that the means used to establish these goals do not have the effect of limiting competition and should not be used as mandatory set-aside or quota, except as may otherwise be expressly authorized in regulation or statute.  Some localities have adopted minority contracting set-aside policies or geographic limitations, which may be in conflict with Federal requirements for full and open competition.
    • More than One Award Possible

      The Agency reserves the right to complete award to one firm only or to complete award to multiple firms.  If award is made to more than one firm, such awards will be based on the Agency’s opinion that a firm can offer the Agency greater value for a certain service area as detailed within the scope of work.  The Agency reserves the right to make such decision at any time during the ensuing contract period(s) meaning, the Agency could initially make award to one firm only, then, at any time during the ensuing contract period(s), decide to make an additional award(s) if the Agency decides such is in its best interests to do so.

    • General Liability Insurance

      An original certificate evidencing General Liability coverage, naming the Agency as an additional insured, together with the appropriate endorsement to said policy reflecting the addition of the Agency as an additional insured under said policy (minimum of $1,000,000 each occurrence, general aggregate minimum limit of $2,000,000, together with damage to premises and fire damage of $50,000 and medical expenses any one person of $5,000), with a commercially reasonable deductible (e.g. “commercially reasonable,” meaning at least 1% of the “general aggregate minimum” of the policy, with a maximum deductible amount of $50,000;

    • IMPORTANT NOTICE! Entry of Proposed Fees.

      Except as provided for otherwise, bidders must submit a realistic cost for each and every Pricing Item detailed within the preceding Table. The eProcurement Portal will automatically perform all required calculations.

      1. Realistic Cost for each Pricing Item.
        Each bidder is strongly encouraged to enter, where provided within the eProcurement Portal a realistic cost for the Pricing Item. For example, if a bidder enters what the Agency deems to be an unrealistic sum such as $20,000 Pricing Item (bidders typically do so in an effort to improve their position in regards receiving an award), then the $20,000 is what the successful bidder will charge the Agency to complete all of the construction work that the Agency has listed herein and within Attachment H, attached hereto. Accordingly, it is the Agency’s opinion that it is very much in the best interests of the bidder to propose a realistic firm-fixed fee for the Pricing Item. If, despite this warning, the successful bidder proposes a fee that the Agency deems is not realistic, then the Agency reserves the right to declare that the bidder is non-responsive, and the Agency may reject the bidder’s offer
        1. Review of the Entry of Proposed Fees.
          After a bidder has entered where provided within the eProcurement Portal his/her proposed unit costs for the Pricing Items, the Portal will automatically multiply the proposed firm-fixed fee that the Agency has published. The Agency strongly recommends that each bidder, after the entry of these proposed fees within the eProcurement Portal, print the receipt provided and review the entry to ensure that the bidder has entered the proposed fees correctly (the Portal will allow the bidder to immediately re-enter the Portal at any time prior to the posted deadline to correct any such entry). The bidder will NOT be able to correct this entry after the posted deadline has expired, which means that the Agency will utilize such entry, correct or incorrect, to determine the apparent low bidder
        2. No Post-submittal Deadline Corrections Allowed.
          The Agency WILL NOT, after the submittal deadline, negotiate an increase to any unit costs or fees proposed prior to the submittal deadline; accordingly, bidders are strongly cautioned to submit a realistic price for the Pricing Items.
    • HUD Forms

      Please note that the Agency has no legal right or ability to (and will not) at any time negotiate any clauses contained within ANY of the HUD forms included as a part of this solicitation.

    • Right to Determine Time and Location

      The Agency reserves the right to determine the days, hours and locations that the successful contractor(s) shall provide the services called for in this solicitation.

    • Professional Liability Insurance

      An original certificate showing the proposer's professional liability and/or "errors and omissions" coverage (minimum of $1,000,000 each occurrence, general aggregate minimum limit of $2,000,000), with a commercially reasonable deductible (e.g., “commercially reasonable,” meaning at least 1% of the “general aggregate minimum” of the policy, with a maximum deductible amount of $50,000;

    • Restrictions

      All persons having familial (including in-laws) and/or employment relationships (past or current) with principals and/or employees of a proposer entity will be excluded from participation on the Agency evaluation committee.  Similarly, all persons having ownership interest in and/or contract with a proposer entity will be excluded from participation on the Agency evaluation committee.

    • Price Escalation of Firm-Fixed Fees

      There shall be no escalation of the proposed firm-fixed fee amounts proposed and awarded at any time during the ensuing contract periods (except for, as designated by HUD, appropriate Agency-approved change orders awarded for “unforeseen conditions” within the general scope of work).

    • Permits

      The Contractor shall obtain any and all required permits pertaining to any assigned work at his/her expense.

    • Assistance to Small and Other Business, Required Efforts

      Within our Agency Procurement Policy, it states that our Agency will:

      • Include such firms, when qualified, on solicitation mailing lists;
      • Encourage their participation through direct solicitation of bids or proposals whenever they are potential sources;
      • Divide total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by such firms;
      • Establish delivery schedules, where the requirement permits, which encourage participation by such firms;
      • Use the services and assistance of the Small Business Administration, and the Minority Business Development Agency of the Department of Commerce;
      • Include in contracts, to the greatest extent feasible, a clause requiring contractors, to provide opportunities for training and employment for lower income residents of the project area and to award subcontracts for work in connection with the project to business concerns which provide opportunities to low-income residents, as described in 24 CFR Part 75 (so-called Section 3 businesses); and
      • Require prime contractors, when subcontracting is anticipated, to take the positive steps listed above. 
    • Automobile Insurance

      An original certificate showing the proposer’s automobile insurance coverage in a combined single limit of $1,000,000.  For every vehicle utilized during the term of this program, when not owned by the entity, each vehicle must have evidence of automobile insurance coverage with limits of no less than $50,000/$100,000 and medical pay of $5,000.

    • No Deposits/No Retainers

      The Agency will NOT pay any deposits or retainer fees as a result of award of the ensuing contract (such is not allowed per relevant HUD regulation).  This means that the Agency will pay the successful proposer(s) for actual services provided only.

    • Assignment of Personnel

      The Agency shall retain the right to demand and receive a change in personnel assigned to the work if the Agency believes that such change is in the best interest of the Agency and the completion of the contracted work.

    • Right to Retain Quotes

      The Agency reserves the right to retain all quotes submitted and not permit withdrawal for a period of 60 days subsequent to the deadline for receiving bids without the written consent of the Agency Contact Person (CF).

    • Right to Reject any Quotes

      The Agency reserves the right to reject and not consider any quote(s) that does not meet the requirements of this solicitation, including but not necessarily limited to incomplete quotes and/or quotes offering non-approved alternate or non-requested services.

    • Prior Agency Approval Required

      Please note that the successful bidder shall NOT conduct any additional work without the prior written authorization of the Agency representative (via delivery of a Task Order, which may take the form of an e-mail). Failure to abide by this directive shall release the Agency of any obligation to pay the successful bidder for any work conducted without the noted prior written authorization.

    • City/County Business License

      If applicable, a copy of the proposer’s business license allowing that entity to provide such services within the City or County of Fresno.

    • Davis Bacon Federal Wage Rates and/or HUD Maintenance Wage Rates and/or State Prevailing Wage Rates

      As detailed within pertinent HUD and Federal regulations, the Contractor is required to pay either Davis-Bacon wage rates (for all “construction contracts in excess of $2,000”) and/or Maintenance Wage Rates. The applicable Wage Rates pertaining to the work detailed herein are available at Wage Determinations | SAM.gov. These regulations can be found in the Title 29CFR, www.ecfr.gov/current/title-29. This work will be subject to all the requirements pertaining to Davis-Bacon work, including the applicable Federal forms and procedures (i.e., on-site interviews; certified payrolls; etc.).  

      If State Prevailing Wages apply, the regulations can be found at Section 1771, 1774-1776, 1777.5, 1813 and 1815 of the Labor Code. Wages can be located at Prevailing Wage (ca.gov).

    • Access for Emergency Vehicles

      The Contractor shall ensure that any equipment and/or vehicles that he/she places on the work site shall not be placed in such a position to interfere with access by any emergency vehicles or traffic by the public at-large. The Agency reserves the right to approve or reject (and demand the movement) of the placement of such equipment or vehicles at any time during the performance of the contracted work if, in the opinion of the Agency, the placement of such equipment or vehicles does interfere with such traffic.

    • No Obligation to Compensate

      The Agency shall have no obligation to compensate any Contractor for any costs incurred in responding to this solicitation.

    • State Business License

      If applicable, a copy of the proposer's license issued by the licensing authority allowing the proposer to provide the services detailed herein.

    • Communication

      The Agency shall be the primary on-site point of contact for the Contractor pertaining to this work. The Contractor shall be free to converse and communicate with the Agency during or between visits; however, all requests for changes or decisions shall be submitted to the Agency and approved by the Executive Director after receipt and consideration of written request from the Agency. The Agency anticipates that it will typically make a decision in such matters within 3 work days of receipt, though such response time-frame may be shorter or longer depending on the situation; accordingly, the Contractor shall be required to submit such written requests in as timely a manner as reasonably possible. When construction commences, all communication must be directed to the designated Agency contact person only.

    • Right to Prohibit

      The Agency shall reserve the right to at any time during the solicitation or contract process to prohibit any further participation by a contractor or reject any response submission submitted that does not conform to any of the requirements detailed herein.  By accessing the https://procurement.opengov.com/portal/fresnohousing Internet System (hereinafter, the “noted Internet System” or the “System”) and by downloading this document, each prospective bidder is thereby agreeing to abide by all terms and conditions listed within this document and within the noted Internet System, and further agrees that he/she will inform the CF in writing within 5 days of the discovery of any item listed herein or of any item that is issued thereafter by the Agency that he/she feels needs to be addressed.  Failure to abide by this time frame shall relieve the Agency, but not the prospective contractor, of any responsibility pertaining to such issue.

    • Notice of the Contractor

      Notice to the Contractor shall be issued to the Contractor by the Agency for any violation of the contract documents.  Failure to make corrections as specified shall result in the delay of funds for that portion of the work for which correction is required.

    • Quote Submission

      Quote submission can be completed using ONE of the two methods:

      • The “electronic” quotes must be submitted through the Procurement Portal no later than the submittal deadline stated herein (or within any ensuing addendum). The Procurement Portal allows proposers to submit their quotes electronically instead of submitting hard copies. All pricing must be entered where provided within the noted Procurement Portal.
      • The “hard copy” quotes must be submitted and time-stamped received, in the designated Agency office by no later than the submittal deadline stated herein (or within any ensuing addendum). All pricing must be provided within the hard copy submission. A total of 1 original signature copy (marked "ORIGINAL") of the proposal submittal, shall be placed unfolded and sealed package and addressed to:

      All work performed pursuant to this solicitation must conform and comply with all applicable local, state and federal codes, statutes, laws and regulations.
