      The Lee County Port Authority (LCPA) is utilizing a comprehensive geographic information system (GIS) framework through a three-year Small Municipal and County Government Enterprise Agreement (SGEA) with ESRI. This agreement serves as the foundational architecture for LCPA’s spatial data management, providing a scalable environment for software deployment, technical support, and professional development. The software access and deployment framework for the LCPA follows a bifurcated model designed to optimize scalability while maintaining strict user management. Under the Uncapped Deployment provision, the Port Authority is granted the flexibility to install and scale core infrastructure components—such as ArcGIS Enterprise (Advanced and Standard) and ArcGIS Monitor—without being restricted by seat counts or additional licensing fees for these specific engines. This allows for the internal growth of the GIS environment as data demands increase. In contrast, Capped User Allocations are applied to "User Types," which define individual access levels for personnel. These are provided in fixed annual quantities for specific roles, including Creators, Professionals, and Mobile Workers. This dual structure ensures that while the underlying server power can grow indefinitely to support the organization, the number of individuals with specific editing and field-collection privileges remains managed within a defined budgetary and administrative cap. ESRI, as owner and manufacturer, is the sole source provider of all U.S. domestic Small Municipal and County Government Enterprise Agreements (EA). The Small Municipal and County Government EA is a bundled package of term limited software licenses and maintenance that includes the right to copy.
