    Description

    The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-01A. Selected CONSULTANT will perform professional and technical engineering services for the proposed Blossom Road Bridge 29C-116 and Elliot Road Bridge 29C-249 Scour Mitigation Projects (PROJECT). The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County (County) for each project. The PROJECT is federally funded. All work shall comply with the County Policies, the Local Assistance Procedure Manual (LAPM), latest Caltrans Standard Plans and Specifications, AASHTO latest release of its Highway and Street Design “Green Book”, HEC 23 for countermeasure design for bridge scour and stream instability, and the most recent guidelines for the Federal Highway Bridge Program (HBP). The requested professional design engineering services shall include, but will not be limited to, the following: Project Management, Project Surveying, Mapping and Control, Environmental Clearance, Hydraulic and Hydrology Analysis, Permitting Compliance, Utility Coordination and Relocation Plan, Right-of-Way Engineering, Plans, Specifications, and Engineer's Estimate (PS&E), and Bidding and Post Award Assistance services for the PROJECT The deadline for submitting technical proposals to SJCDPW will be no later than 4:00 p.m. on Monday, May 18, 2026. A copy of SJCDPW-RFP-26-01A is available to view at the Internet address: https://www.sjgov.org/department/pwk/rfps_and_rfqs and https://www.bidexpress.com . All prospective consultants must register for solicitation No. SJCDPW-RFP-26-01A in order to be added to the Proposers’ List and, if necessary, receive a Notice of Release of Addendum. It is imperative that prospective consultants check the solicitation Web page often for the status and/or modifications.
