This Request for Quote (RFQ) is pursuant to the agency's discretionary purchasing authority of up to $150,000 under State Finance Law Artiticle 11, Section 163 (6). The New York State Police (NYSP) is soliciting quotes for the purchase of five (5) Ski-Doo Expedition Sport 900 ACE snowmbiles, per the attached requirements. Please Note: Subsitutions will not be accepted. Quoted items must be as in the attached product description. Any submissions of equivalent snowmobiles must also include the make, model, and specifications of the snowmobile being offered. The NYSP intends to make a one-time purchase with the manufacture, auhtorized reseller, or authorized distributor who provides the lowest quote. Quotes must be itemized to show the unit price per item. Shipping charges, if applicable, must be a separate line item. Inquires and quotes shall be submitted to NYSPPurchasing@troopers.ny.gov with the subject line "2027 Ski-Doo Expedition 900 ACE. State Finance Law Article 11, Section 139-m requires that every bid made to the state agency thereof, where competitive bidding is required by statute, rule or regulation, for the work or services performed or to be performed or goods sold or to be sold, shall contain the attachded statement of attestation certifying that each bidder has implemented a written policy addressing gender-based violence and the workplace. In order to be considered for award, please complete the attached attestation and return via email with your quote. If a bidder cannot make the foregoing certification, the bidder shall state and shall furnish with the bid a signed statement which sets forth in detail the reasons therefor. Any questions regarding the attached statement of attestaion may be directed to the New York State Office for the Prevention of Domestic Violence at workplace@opdv.ny.gov. In the event of a tie for lowest total cost, the NYSP shall break the tie in the following order of priority: a) Select the bidder offering the higher discount for payment made in less that 30 days. Note: A discount for early payment is only considered in resolving tie bids. b) Select a New York State Certified Minority, Women and/or Service-Disabled Veteran-Owned business c) Conduct a drawing. A witness shall be present to verify the drawing and shall certify the results on the bid tabulation sheet. If the drawing is to break a tie between two bidders, then a coin toss shall be held. If the drawing is to break a tie among more than two bidders, then a selection may be determined by drawing a bidder's name out of a hat. All names placed into the hat must be written on paper that is indistinguishable (size, weight, fold, etc.) from each other.
