The proposed contract action is for products or services for which the College intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).Product and/or service to be purchased: Aurora Respiratory Training Simulator, light skin manikin , Item No.: 1025194 Aurora Respiratory Training Simulator, dark skin manikin , Item No.: 1025195Proposed Sole Source Supplier: American 3B ScientificSole Source Justification:The Internal Simulated Lungs (ISL) system provides capabilities not available from competing products:Internal simulated lungs with real-time physiology that produce true-to-life breathing, lung conditions, and immediate changes in ventilator waveforms.Seamless ventilation mode changes (e.g., volume to pressure control) on the same patient without stopping the simulation or changing patient settings. Realistic interaction with all ventilation modes, including Pressure and Volume Control, spontaneous modes (Pressure Support, ASV, PAV), Bag-Valve Mask (BVM), and Non-Invasive Ventilation (NIV).Comprehensive patient–ventilator desynchrony simulation, including inspiratory, expiratory, trigger, and cycle desynchrony.Real-time adjustment of lung parameters during scenarios, with the ability to trend individual parameters or randomize them within defined limits.One-click cough simulation that immediately affects breathing and ventilator waveforms.Advanced ARDS modeling, including pre-built nonlinear compliance curves to identify optimal PEEP.Pre-built and customizable lung models and scenarios developed by IngMar Medical, with the ability to save and reuse custom scenarios.These integrated capabilities provide a level of physiological realism, instructional flexibility, and uninterrupted simulation workflow that is not available from alternative vendors, supporting the justification for a sole-source procurement.Responses:Interested and capable vendors may respond to the stated requirements and justification by email or electronic communication through U3P. Such communication should include a statement regarding their capability to provide the specified procurement item. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date and time specified in the posting will be reviewed by the College. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Salt Lake Community College Purchasing Services.All responses must be in writing and returned to Brandon Ostrander - brandon.ostrander@slcc.edu prior to the Due Date indicated in the posting.
