    The New York State Office of Information Technology (ITS) is announcing a Discretionary Procurement for qualified entities that can provide the software services described in this solicitation document. The purpose of this solicitation is to invite any eligible and interested entities that believe they can meet the eligibility criteria to inform ITS by a Letter of Interest (LOI). To be considered responsive, your organization’s bid should be received no later than the Due Date/Time specified on the first page of this announcement. Please see the How to Respond section for additional information and submission requirements. This opportunity is authorized under Section 163 of State Finance Law as a Discretionary Purchase. ITS intends to contract pursuant to its discretionary purchasing authority under State Finance Law Section 163(6), which authorizes purchases without a formal competitive process in certain circumstances. This opportunity is limited to purchases up to the Discretionary Buying Threshold from respondent organizations qualified as: · NYS certified Minority and/or Women-owned Business Enterprises (MWBE) · NYS certified Service-Disabled Veteran-Owned Businesses (SDVOB) · NYS Small Business Enterprises (SBE) NYS certified MWBE and SDVOB are qualified pursuant to Article 15-A of State Executive Law and Article 3 of Veterans’ Services Law. In accordance with Section 160(8) of State Finance Law and Article 4-B of Economic Development Law, a Small Business Enterprise is domiciled in New York State, independently owned and operated, not dominant in its field, and employs 100 or less persons. A contract resulting from this announcement shall not be valid, effective, or binding upon the State until such contract has been approved by the Office of the New York State Comptroller (OSC). Purchase orders or other procurement transactions issued under such Contract may also be subject to OSC approval. Minimum Qualifications Proposers are advised that the State’s intent is to ensure that only responsive, responsible, qualified, and reliable Contractors enter into an authorized user agreement to perform the work as defined in this document. The State considers the following qualifications to be a pre-requisite to be considered as a qualified Proposer for purposes of the solicitation. Proposers not meeting the qualifications below will be disqualified. Interested parties must document that the following qualifications are met. The following qualifications may be satisfied by one or more positions and/or engagements. Multiple qualifications may be satisfied by the same position or engagement. 1. Be qualified as one of the following: • NYS certified Minority and/or Women-owned Business Enterprises (MWBE) • NYS certified Service-Disabled Veteran-Owned Businesses (SDVOB) • NYS Small Business Enterprises (SBE) 2. The vendor must be an Authorized Reseller of Socure products and services. Project Background: The New York State Office of Information Technology (ITS) is announcing a Discretionary Procurement for qualified entities that are resellers of the SOCURE API and associated web application used for customer risk assessment and identity verification as part of the existing NY.gov ID infrastructure and for the NY.gov ID transformation project. This product is used as part of NY.gov ID for all agencies, and by extension all citizens in the state. This product is necessary for preventing bad actors from signing up for accounts, and for protecting sensitive transactions that occur (such as requesting payments/services from NYS). This service enables secure authentication, identity verification, and fraud prevention across 400+ business applications and multiple state agencies, including both executive and non-executive branches. It ensures that residents and businesses can securely access essential government services with confidence. SOCURE plays a mission-critical role in mitigating fraud risk by providing identity verification, document authentication, and risk scoring capabilities, which are essential for detecting and preventing fraudulent account registrations and unauthorized access attempts. Over 1.5 million new account registrations have been checked by SOCURE’s products, and more than 100,000 fraudulent transactions have been blocked by this software. Scope of Work: The Contractor/Reseller must provide the following: Web application used for customer risk assessment and identity verification as part of the existing NY.gov ID infrastructure and for the NY.gov ID transformation project. This product is used as part of NY.gov ID for all agencies, and by extension all citizens in the state.
