NOTICE OF INTENT TO SOLE SOURCE The Port Authority of New York and New Jersey (PANYNJ) intends to establish a sole source contract with GIRO Inc., located in Montréal, Québec, Canada, to provide the following: SCOPE: Provision of maintenance, support, and annual modification services for PATH’s installed HASTUS 2023 modules. BRIEF DESCRIPTION: GIRO Inc. will provide three (3) years of software maintenance and support, for the HASTUS 2023 modules: the Vehicle, Crew, CrewOpt, Roster, Bid, and Geo components, including correction of software defects, functional assistance, new release delivery, and annual modification days. Support is delivered via phone, email, and remote diagnostics from GIRO’s Montréal offices. Firms who believe they can compete for this requirement are required to submit an email with a brief statement of their intent to compete. The statement and any other questions regarding this sole source should be directed to Nancy Cruz at nacruz@panynj.gov by March 13, 2026. The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement but reserves the right to solicit proposals. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
