    Description

    SUNY UPSTATE MEDICAL UNIVERSITY (“UPSTATE”) seeks a vendor to provide a cloud-based electronic glycemic management system (eGMS) that is FDA approved and is EMR-integrated, that supports safe and effective glycemic management and insulin dosing. The system should consist of a comprehensive set of computerized tools that assists the Glycemic control team to manage inpatients' blood glucose and to support IV and Sub Q insulin dosing for inpatients at Upstate with and without Diabetes. Detailed Specifications: The vendor will be able to provide software-as-a-medical device platform for glycemic management that offers advanced glycemic management analytics, continuous surveillance of blood glucose levels across the entire patient population, adjusts timing of glucose checks with automated reminders, and have dashboards to support coordination of care. The system would need to include interfaces for charting and medication administration integration and other documentation between the system and Upstate’s current EMR system (EPIC). The software must be able to perform the following capabilities: The eGMS must use a single sign on access-Software that integrates with EMR (EPIC), lab, MAR and order set system to provide real-time data integration and decision support for insulin dosing The eGMS must be FDA Cleared/Approved. The eGMS must have intravenous and subcutaneous insulin dosing applications for adult and pediatric inpatient Critical and Non-Critical admitted bed types. The eGMS must be able to provide Individualized dosing recommendation based on patient sensitivity. The eGMS must be able to use real time and historical data to personalize insulin dosing and learn patient’s insulin sensitivity and anticipate future need. The eGMS must be able to provide SubQ module to accommodate use of carbohydrate counting as the basis for determining a patient’s subcutaneous meal bolus insulin dose. The eGMS must be able to provide SubQ module to allow for subcutaneous insulin dosing with options for basal/bolus+correction, basal+correction, and basal/insulin:carb ratio+correction The eGMS myst be able to provide glucose surveillance to proactively identify patients who are not currently on insulin who would benefit from glycemic management. The eGMS must have a process to transition patient to SubQ for transitions from intravenous to subcutaneous insulin dosing of adult and pediatric patients. The eGMS must be able to clearly identify the Insulin/Carb Ratio The eGMS must be able to handle patients on steroids and advise on insulin dosing The eGMS must have alerts for Anion Gaps, low blood sugars, high blood sugars, blood sugars that are dropping rapidly, blood sugars checks that are due and for patients that are at risk for adverse effects. The eGMS must offer advanced glycemic management analytics, continuous surveillance of blood glucose levels across the entire patient population, adjust timing of glucose checks with automated reminders, and have dashboards to support coordination of care. The eGMS must be able to automatically import patient information: height, weight, A1C, blood glucose, anion gap. The eGMS must enable for single sign on and access through organizations current EMR system (EPIC), charting completed in a single location within EMR, and medication administration integration between eGMS and EMR, without navigating outside The eGMS must be able to have connected device integration, robust analytics, interventional clinical decision support tools that allow providers to standardize processes and personalize treatment across all areas of care. The eGMS must be able to have reporting capabilities to provide areas of improvement for glycemic management and control per national standards of care. Minimum Qualifications of Eligible Organizations: Must have over 7 years’ experience Must be eligible to do business in New York State Vendor must offer a single sign-on solution for launching their product from EPIC.
