    Description

    Sealed Proposals for the procurement of a Paratransit Service Contractor will be received via Penn Bid until 2:00 p.m., prevailing time, on Thursday, March 12, 2026. SCTA is seeking a Paratransit Service Contractor to operate shared ride service in Lancaster County, Pennsylvania and to operate supplemental shared ride service in Berks County, Pennsylvania. The proposals received will be opened and reviewed at the designated time via PennBid https://pennbid.bonfirehub.com .To submit a proposal on this project, Click on “Open Public Opportunities”, and “View Opportunity” for the subject project. All contractors interested in receiving the documents can download via PennBid and will be requested to register with Pennbid. This project is a two-step procurement, to include a technical proposal and a separate sealed bid.All submissions and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration.Contractors and subcontractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller General’s list of ineligible contractors SCTA encourages disadvantaged business enterprise participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination.SCTA reserves the right to postpone, to accept or reject any and all proposals from any vendor, its predecessor, successor’s or assigned that SCTA/RRTA/BARTA deems a non-responsible proposer, at its sole discretion, based upon prior experience with that proposer, predecessor, successor or assign. Such rejection may include rejection of subcontractors. SCTA may reject any and all proposals, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest.No submissions may be withdrawn for a period of sixty (60) days after the due date set for the RFP.Proposer shall submit all questions about the meaning or intent of the RFP Documents via the “Messages/Vendor Discussions” feature in PennBid no later than seven (7) days prior to the date for receipt of submissions.
