GENERAL WORK DESCRIPTION The work, in general, to be done under this contract consists of the rehabilitation of pavement along approximately 2.8 miles of South Park Drive within Lower Bidwell Park, extending from Cypress Street/Woodland Avenue to Centennial Avenue. The primary objective is to improve the condition and functionality of South Park Drive while enhancing safety, accessibility, and environmental stewardship. These items are optional and may be incorporated into the final scope of work at the City’s sole discretion. FUNDING SOURCE This project is funded with Measure H and other local funds. ENGINEER’S ESTIMATE The Engineer’s Estimate for this Contract is $3,325,000 for the TOTAL BID. CONTRACT TIME The Project is comprised of the following consecutive Working Days: BASE BID has 45 Working Days ADDITIVE ALTERNATE A (One-Mile Parking Area) has 20 Working Days ADDITIVE ALTERNATE B (Sycamore Field Parking Area) has 20 Working Days ADDITIVE ALTERNATE C (Caper Acres Parking Lot) has 20 Working Days PREBID OUTREACH MEETING No prebid outreach meeting will be held, however interested bidders are encouraged to inspect the project area prior to submitting a bid. OBTAINING OR INSPECTING CONTRACT DOCUMENTS The Project Bid Book and Construction Plans may be obtained from the Public Purchase on-line bidding service. Registration is required to use the service. There is no charge to register or obtain bid documents in digital format. The Project Bid Book and Construction Plans may be available for viewing at a Contractor’s Exchange. Contact Exchanges directly to inquire about availability. All addenda notifications will be emailed to plan holders by Public Purchase. QUESTIONS REGARDING THE CONTRACT DOCUMENTS All questions and requests for information regarding this project must be submitted through Public Purchase. Responses to questions will be distributed to plan holders via Public Purchase. Questions and Requests for Informationmust be submitted five (5) business days prior to bid opening. Questions received in less than five (5) business days prior to bid opening will not receive a response. The purpose of the question period is to clarify legitimate ambiguities in the solicitation documents. The City will respond, at its discretion, to questions that are relevant to the preparation of responsive proposals to the solicitation. The City reserves the right to decline to respond to questions that are duplicative, unrelated to the solicitation, or not reasonably related to the project. LICENSING REQUIREMENTS At the time the City awards the contract for this project, the Contractor shall possess either a Class A Contractor License or a combination of classes required by the categories and types of work included in this contract. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. CALIFORNIA PREVAILING WAGES REQUIREMENTS This project requires the payment of prevailing wage rates to be paid to members of each craft or classification performing work on this project. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. A copy of the California State minimum wage rates is not included in the Specifications advertised for Bid. They may be obtained online at: www.dir.ca.gov/DLSR/statistics_research.html The U.S. Department of Transportation (DOT) provides a toll-free “hotline” service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m. and 5:00 p.m., Eastern Time, (800) 424-9071. Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should use the “hotline” to report these activities. The “hotline” is part of the DOT’s continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially, and caller anonymity will be respected. REGISTRATION WITH DEPARTMENT OF INDUSTRIAL RELATIONS A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. PAYMENT RETENTIONS; SUBSTITUTION OF SECURITIES Five Percent (5%) will be withheld from each progress payment made to the contractor for work performed and will be held until completion of the work, its acceptance and the expiration of the period provided by law for filing liens by laborers or materialmen. In accordance with the provisions of Section 22300 of the Public Contract Code of the State of California, securities may be substituted for the monies which the City withholds, or the Contractor may request that retention be paid to an escrow agent.
