Phase I includes development of a 30% preliminary design for a continuous flood protection system that integrates elevated roadways, berms, restored or capped bulkheads, tide gates, stormwater conveyance improvements, pump stations, storage features, and constructed or restored wetlands. The project is intended to provide tidal flood protection while maintaining internal drainage and supporting wetland function. Coordination with federal, state, and local permitting agencies will occur throughout the preliminary design process. Public outreach and stakeholder engagement are a critical component of Phase I. The consultant will develop and implement a public engagement plan that includes stakeholder meetings, in-person community meetings, Mayor and Council briefings, and online content to inform residents, solicit feedback, and build support for the project. Community input will be documented and reflected in the preliminary design. In parallel with the preliminary flood mitigation design, the consultant will complete full design, permitting, and bidding services for approximately 4.5 acres of wetland restoration at Gerald’s Ditch, including improvements to stormwater connectivity. This work will include surveying, geotechnical investigations, easement preparation, coordination with the U.S. Army Corps of Engineers and other regulatory agencies, and preparation of 30%, 60%, and 100% construction documents suitable for public bidding. Following award of a construction contract, the engineer will provide construction administration and full-time inspection services during the anticipated twelve-month construction period for the Gerald’s Ditch wetland implementation. Services will include contract administration, progress meetings, review of submittals and pay applications, change management, compliance monitoring, site inspections, preparation of record drawings, and support through final acceptance. Throughout the project, the consultant will coordinate closely with the City and funding and permitting agencies, participate in regular progress meetings, and provide monthly progress reports documenting schedule, task completion, and upcoming activities. A Pre-Proposal Meeting will be held via Zoom on January 23, 2026 at 2 pm to discuss the project and sealed proposals are due on March 13, 2025.
