    Description

    The City of Tampa, Florida, (City) established its Stormwater Utility and implemented its annual stormwater utility non-ad valorem service assessment in 2003 for City-wide maintenance of the City’s stormwater system. In 2016, the City adopted its second stormwater assessment, a 30-year improvement assessment implemented in the Central and Lower basin area, established at that time for Capital Improvement projects. The City uses the Uniform method for the levy, collection, and enforcement of non-ad valorem assessments pursuant to section 197.3632, Florida Statutes. Each year, the City updates its Assessment rolls according to the changes in the character and impervious areas assigned to the properties in the assessment areas. A public hearing is advertised, and notices for the hearing may be required to be delivered to the property owner pursuant to law and ordinance in a time-sensitive manner. The final rolls are adopted by the Tampa City Council at the public hearing. The data rolls are delivered to the Hillsborough County Tax Collector as required by the Uniform Method of Collection, and in accordance with the Hillsborough County Tax Collector Non-Ad Valorem (NAV) Program.

    Background

    The City is seeking the services of a qualified consultant experienced in compiling essential data and knowledgeable of the non-ad valorem tax assessment process. The data is needed for the annual Stormwater Assessment Rolls.  Information is collected annually from the Hillsborough County Property Appraiser’s (HCPA) office. The Consultant assigns the correct assessment in accordance with the methodology established by the City of Tampa, CH 21, and supporting Ordinances and Resolutions to develop the annual Stormwater tax rolls. The Consultant will convey the electronic rolls to the City and the Hillsborough County Tax Collector in the required format within the specified timeframes and in accordance with the Uniform Method of Collections referenced above. Consultant will be required to assist in developing the critical event calendar, perform multiple Quality Assurance and Quality Control (QA/QC) reports while building the rolls, compile reports, provide research and requested data to the City in a mutually compatible format as related to the annual rolls. The methods and analysis process must be transparent with the City, and all tasks are time sensitive and will require strict adherence to our legally established schedule.
