    The University at Buffalo intends to make an award under our discretionary authority, pursuant to NYS Education Law §355 (5) (a), which is up to $125,000, for a Clinical Decision Support Platform. A sealed bid will not be held. The University at Buffalo (“University”) is seeking the below services: Holistic Student Engagement & Success Platform • Comprehensive co-curricular engagement platform: Must provide a centralized, web-based platform that enables universities to design, manage, and track student participation in co-curricular, experiential, and career-readiness activities outside the classroom. • Competency-based learning framework: Platform must support the definition, alignment, and assessment of professional competencies (e.g., career readiness, leadership, communication, teamwork) tied to institutional learning outcomes. • Student success lifecycle support: Must support student engagement tracking from entry through graduation, enabling institutions to measure growth, outcomes, and preparedness for post-graduation employment or further education. Data Analytics, Outcomes & Accreditation Support • Engagement and outcomes analytics: Must provide robust analytics on student participation, competency development, and program outcomes at the student, program, and institutional levels. • Accreditation and reporting readiness: Platform must support data collection and reporting required for accreditation bodies, institutional assessment, and strategic planning. • Customizable reporting: Must allow administrators to generate configurable reports and dashboards aligned to institutional goals and assessment frameworks. Activity & Program Management • University-managed activity creation: Must allow institutions to create, manage, and approve co-curricular activities, pathways, badges, and experiences aligned with learning outcomes. • Flexible program design: Must support a wide range of engagement models including workshops, events, internships, service learning, leadership programs, and experiential learning opportunities. • Approval and validation workflows: Platform must support structured workflows for activity approval, student submissions, reflections, and validation of participation. Student-Facing Mobile & Web Experience • Customized mobile application: Must provide a branded, institution-specific mobile application enabling students to discover opportunities, track progress, submit reflections, and engage with activities. • Multi-device accessibility: Platform must support access via desktop, tablet, and mobile devices with responsive design. • Student engagement tools: Must include features that encourage student participation, reflection, and ownership of their co-curricular experience. Integration & Interoperability • Institutional system integration: Must integrate with campus systems such as Student Information Systems (SIS), Learning Management Systems (LMS), identity management, and career services platforms. • Standards-based interoperability: Must support secure data exchange using standard integration methods (APIs, SSO, data feeds). • Single sign-on (SSO): Must support institutional authentication methods including SSO and role-based access. Security, Privacy & Compliance • Secure, cloud-based platform: Must be hosted in a secure environment with encrypted data transmission and storage. • Role-based access controls: Must support differentiated access for students, faculty, staff, and administrators. • Institutional data protection: Must follow industry best practices for data privacy, security, and institutional compliance requirements. Usability & User Experience • Intuitive administrative interface: Must provide easy-to-use tools for faculty and staff to manage programs, activities, and assessments with minimal training. • Student-friendly design: Interface must be accessible and intuitive for students across disciplines and academic levels. • Search and discovery tools: Must allow students to easily find relevant activities and pathways aligned with their interests and goals. Reporting, Insights & Continuous Improvement • Real-time insights: Must provide near real-time visibility into engagement trends, participation rates, and competency development. • Program effectiveness evaluation: Platform must enable institutions to assess program impact and continuously improve co-curricular offerings. • Data-driven decision support: Must support institutional leadership in using engagement data to inform strategy, resource allocation, and student success initiatives. Documentation, Training & Support • Comprehensive documentation: Must provide user guides, training materials, onboarding resources, and best-practice documentation. • Responsive customer support: Must offer dedicated technical and customer support for institutional users. • Implementation and onboarding assistance: Vendor must support institutions during implementation, configuration, and adoption phases. Scalability & Future Innovation • Scalable institutional licensing: Must support growth in student population, programs, and engagement initiatives without performance degradation. • Ongoing platform enhancement: Vendor must demonstrate continued investment in platform innovation, analytics capabilities, and evolving student success frameworks. • Long-term institutional partnership: Platform must be designed to evolve with changing higher education engagement, assessment, and workforce readiness needs.
