    Description

    Please review the following description of work for Construction Observation Services. Anyone (regardless of company MWBE status) who would like to submit a price quote for the dollowing scope of work should contact our office (using the contact information below) to obtain a more detailed scope of work. Project: Town of Concord Sewer Districts Improvements Project CWSRF Project No. C9-6707-01-00 General Project Description: The Town of Concord operates the Craneridge (Sewer District No. 1) and Kissing Bridge (Sewer District No. 2) sewer districts. The two sewer districts are located at the north end of the Town in the vicinity of the Craneridge Subdivision and the Kissing Bridge Ski Resort (10296 State Rd, Glenwood, NY 14069). Historically, each sewer district operated their own respective wastewater treatment plants (WWTP) that discharge treated effluent into the West Branch of Cazenovia Creek. The Town has experienced operational and treatment issues related to the ageing infrastructure and low flow rates from the sewer districts to their respective WWTPs. Phase I of the project recently completed the demolition of the Kissing Bridge WWTP and construction of a pump station and forcemain to pump wastewater to the aged Craneridge WWTP. Phase II of the project is intended to construct a single replacement WWTP to serve both the Craneridge and Kissing Bridge sewer districts. This phase of the project is proposed to include the construction of the WWTP, demolition of the existing WWTP, and perform repairs to the Craneridge collection system. The Town of Concord has received some financial assistance toward the project, including the EPA Community Grant, from Environmental Facilities Corporation (EFC) through the New York State Clean Water State Revolving Fund (CWSRF). The WWTP has reached the end of its useful life and is in need of replacement. Replacing this WWTP with a single modern WWTP will allow for the wastewater to be effectively treated and sized for both sewer district’s water usage. After construction of the WWTP is complete, the existing WWTP will be properly decommissioned, and the sites will be restored to a more natural field or lawn state as applicable. A project location map showing the extent of the sewer districts and locations of the existing WWTP and pump station is included. General Scope of Work: 1) WWTP Design Support: The proposed WWTP will require new utilities to be brought on-site including but not limited to electric, natural gas, and stand-by power. All utilities required will be available at the R.O.W. on NYS Rte. 240. The proposed WWTP will require design and sizing for heating and ventilation. a. Provide design and detailed design drawings for new utilities to be brought on-site and into new WWTP. Provide design support by sizing a stand-by power generator and preparing detailed design drawings. b. Provide design and detailed design drawings for heating and ventilation of the new WWTP. c. Attend design team meetings and coordinate with utility companies. d. Deliverables include an Engineer’s Report which summarizes the design, detailed design drawings, specifications and cost estimating for proposed on-site utilities designed as part of this scope of work. Deliverables should be prepared by a Licensed Professional Engineer in the State of New York. 2) WWTP Electrical Design Support: The proposed WWTP will require additional electrical design support for internal electrical wiring, SCADA and telemetry for equipment. a. Provide design and detailed design drawings for internal electrical wiring for the new WWTP. Design shall include but is not limited to conductor sizing, conduit sizing, 3-phase and single phase distribution panels, etc. Prepare electrical one-line diagrams, conductor schedules, conduit schedules, applicable electrical schedules, electrical notes, electrical details and specifications. b. Provide design and detailed design drawings for SCADA and telemetry. c. Deliverables include an Engineer’s Report which summarizes the design, detailed design drawings, specifications and cost estimating for proposed materials as part of this scope of work. Deliverables should be prepared by a Licensed Professional Engineer in the State of New York. 3) Wick’s Law is applicable to this project, as such Consultants will be required to prepare construction documents accordingly and coordinate with MDA throughout the project. Proposal Requirements: 1) Consultant shall include a Lump Sum Price for the scope of work outline in WWTP Design Support above for the project site. 2) Consultant shall include an hourly estimate for the scope of work outlined in WWTP Electrical Design Support above for the project site. Consultant's schedule of rates shall alos be included. All correspondence related to the project shall be referenced by MDA Project No. 24031 and CWSRF Project No. C9-6707-01-00 – Town of Concord – Sewer Districts Improvements Project.
