The Town of Payson is in northern Gila County at the base of the Mogollon Rim, serving as a gateway between Arizona’s high country and the metropolitan areas of central Arizona. Established in the late 1800s as a ranching and timber community, Payson has grown into a regional service, recreation, and tourism hub while maintaining its small-town character. The selected firm will be responsible for evaluating existing conditions; developing constructible, code-compliant solutions; and delivering a safe, accessible, energy-efficient, and sustainable public aquatic facility that meets the current and future needs of the community.
The Town of Payson is soliciting SOQs from qualified aquatic contractors / design-build teams to rehabilitate the existing Taylor Pool and bathhouse to current codes and standards, and to evaluate and price expansion options that enhance community use. This will be a Design-Build Project pursuant to A.R.S. § 34-603(A)(3). Under this procurement method, the Town may award a contract to one person or firm (or a Design-Build team) who will be responsible for design and construction services.
Taylor Pool is an outdoor municipal pool with an adjacent bathhouse. The facility is aging and no longer meets current standards for Accessibility (ADA), Energy efficiency, Mechanical & filtration systems, Safety codes and User capacity and functionality.
Experience with municipal aquatic facility rehabilitation; qualifications of key personnel
Understanding of existing conditions; rehabilitation methodology; sequencing and risk management
Completeness, transparency, and realistic approach to assessing procurement and cost issues to arrive at a guaranteed maximum price
Successful completion of at least three comparable municipal aquatic or rehabilitation projects
Feasibility of proposed schedule and understanding of rehabilitation sequencing
Quality of references and past performance on similar projects
Compliance with licensing, insurance, and bonding requirements
