    Description

    The Town of Payson is seeking qualified and experienced aquatic facility contractors or design-build teams to provide professional services for the rehabilitation, modernization, and potential expansion of the Taylor Pool and Bathhouse. Statements of Qualifications (SOQ’s) will be received online by the Town of Payson via the Town’s e-Procurement Portal until 11:00 am on July 1, 2026, at which time such SOQs will be opened in the Town Chambers, 303 N Beeline Highway, Payson, Arizona 85541 and made available for public viewing via a posted TEAMS link.

    Background

    The Town of Payson is in northern Gila County at the base of the Mogollon Rim, serving as a gateway between Arizona’s high country and the metropolitan areas of central Arizona. Established in the late 1800s as a ranching and timber community, Payson has grown into a regional service, recreation, and tourism hub while maintaining its small-town character. With a permanent population of approximately 16,000 and a much larger seasonal population, Payson serves residents, visitors, and surrounding rural communities.

    Outdoor recreation is central to Payson’s identity and economy. The community is surrounded by national forest, lakes, and trails, and hosts numerous festivals and events that draw visitors from across the state. Public parks and recreation facilities are a critical part of local quality of life, supporting youth sports, family activities, and community wellness. Taylor Pool has long been one of the Town’s most visible and heavily used recreational assets.

    As Payson continues to grow and diversify, modern, accessible, and resilient public facilities are increasingly important. The renovation and expansion of Taylor Pool is intended to honor the facility’s history while providing a safe, inclusive, and adaptable aquatic center that can serve residents for decades to come. This project aligns with the Town’s long-term goals of enhancing community amenities, promoting healthy lifestyles, and supporting year-round recreation opportunities.

     The selected firm will be responsible for evaluating existing conditions; developing constructible, code-compliant solutions; and delivering a safe, accessible, energy-efficient, and sustainable public aquatic facility that meets the current and future needs of the community.

    The Town of Payson is soliciting SOQs from qualified aquatic contractors / design-build teams to rehabilitate the existing Taylor Pool and bathhouse to current codes and standards, and to evaluate and price expansion options that enhance community use.  This will be a Design-Build Project pursuant to A.R.S. § 34-603(A)(3).  Under this procurement method, the Town may award a contract to one person or firm (or a Design-Build team) who will be responsible for design and construction services.

    Taylor Pool is an outdoor municipal pool with an adjacent bathhouse. The facility is aging and no longer meets current standards for Accessibility (ADA), Energy efficiency, Mechanical & filtration systems, Safety codes and User capacity and functionality.
