The temporary Emergency Lodging Services will be funded through the Los Angeles County Department of Homeless Services and Housing via Local Solution Funds from Measure A.This solicitation identifies the Areas of Interest/Scope of Work, Timeline/Schedule, Proposal Submission Requirements, Summary Evaluation Process, and Terms and Conditions the City will use to select and recommend a contract be awarded to qualified Shelter Service Providers to provide the services identified herein for the benefit of the City and the community it serves.The City is interested in evaluating the full range of Shelter Service Providers’ capabilities related to the specified Areas of Interest/Scope of Work, including associated pricing, to enable informed decisions and potentially proceed to more specific negotiations on contract development with qualified Shelter Service Providers responding to this solicitation.Proposals submitted in response to this solicitation may be sub-divided and/or combined with other proposals, at the City’s sole discretion. Those Shelter Service Providers that submit proposals (the “Respondent” or “Respondents”) agree to do so without legal recourse against the City, or its Officials, Directors, Officers, Employees and Agents for rejection of their proposal(s) or for failure to execute or act on their proposal for any reason. This solicitation is for proposals only and is neither intended nor to be construed as an offer to enter into a contract or engage in any formal competitive bidding or negotiation process pursuant to any statute, ordinance, or regulation. The City reserves the right to cancel this solicitation at any time, reject any and all proposals, and to waive irregularities.
