    The District intends to procure temporary staffing and/or contract services on an as-needed basis in accordance with the specifications and requirements set forth in this Request for Proposal (RFP). Services may include, but are not limited to, temporary staffing, recruitment, and payroll administration. The number of positions and total hours required will vary based on District needs. Any resulting contract award(s) shall be available for use by all departments and sites within the District.

    Tucson Unified School District (TUSD) operates more than 100 educational and administrative facilities throughout the Tucson metropolitan area and is the largest and oldest school district in Tucson. The District serves a diverse student population and maintains a wide range of instructional, operational, and support functions necessary to ensure effective educational delivery and organizational performance.

    Due to the size, scope, and complexity of its operations, TUSD periodically requires temporary staffing services to support continuity of operations, address staffing shortages, and meet fluctuating workload demands. These needs may arise from employee absences, vacancies, special projects, seasonal demands, or other operational requirements across school sites and administrative departments.

    Temporary staffing services provide the District with the flexibility to efficiently supplement its workforce with qualified personnel on an as-needed basis. These services may include, but are not limited to, recruitment, screening, placement, onboarding, and payroll administration of temporary employees in a variety of roles, including clerical, technical, instructional support, and other non-permanent positions.

    Evaluation Criteria

    • Price (10 pts)

      The price or cost of the Proposal. Price or cost is a significant factor but not the most important factor.

    • Ability (10 pts)

      The Offeror’s ability and readiness to fully perform according to the scope of work and other requirements of the Solicitation, taking into consideration any additional services, specialized services or expertise offered that would meet or exceed the requirements of the Solicitation.

    • Responsiveness (10 pts)

      The responsiveness of the Proposal to the requirements of the RFP, including an understanding of the scope of work and how it can be achieved most efficiently and effectively.

    • Qualifications (10 pts)

      The Offeror’s experience in performing comparable projects with appropriate staffing and timely completion of goals.

    • Compliance to the Scope of Work (35 pts)

      Evaluation of the Offeror’s demonstrated understanding of and ability to meet the requirements outlined in the Scope of Work. This includes the proposed methodology and approach to service delivery; the breadth and depth of services offered; and the extent to which the proposal aligns with District expectations. Consideration will be given to demonstrated knowledge of and compliance with applicable Arizona statutes, administrative code, and school district requirements, as well as the Offeror’s ability to consistently meet TUSD service levels, timelines, and performance standards.

    • Cost (20 pts)

      Cost will be evaluated based on overall competitiveness, transparency, and the structure of pricing. While cost is an important factor, it will not be the sole determinant of award. The District will consider the reasonableness of proposed rates, markups, and any additional fees in relation to the value of services provided. Awards will be made on a best value basis and not solely on the lowest cost.

    • Qualifications (20 pts)

      Assessment of the Offeror’s overall capability to provide temporary staffing services for the duration of the contract. This includes financial stability; organizational capacity; availability of qualified personnel; and adequacy of resources to support recruitment, screening, placement, and payroll functions. Consideration will also be given to demonstrated competence, relevant certifications, licenses, and professional affiliations (if applicable), as well as the Offeror’s ability to recruit, screen, onboard, and retain qualified staff. Additional value-added services and any specialized expertise exceeding minimum requirements may also be considered.

    • Experience (25 pts)

      Evaluation of the Offeror’s experience in providing similar services to organizations of comparable size and complexity. Preference may be given to firms with demonstrated success supporting large K–12 school districts or public sector entities. Consideration will include the length and relevance of experience, past performance, and the qualifications and experience of key personnel assigned to the contract.

As used in this form, “terms and conditions of Solicitation” means all terms, conditions, specifications, certifications and warranties set forth in the documents that comprise the Solicitation, including the Uniform Instructions for Offers, Special Rules for Offers (if any), General Terms and Conditions of Contract, Special Requirements of Solicitation (if any), Specifications/Scope of Work, and Solicitation Addendums (if any).

Tucson Unified School District shall be the sole judge on the acceptance of exceptions/deviations and their decision shall be final.
