Assembly members are elected to three-year terms and are guided by the Mayor of the CBJ. The chief executive officer of the CBJ is the City Manager and the chief legal officer is the City Attorney; both positions are hired by the Assembly and serve at their pleasure. The CBJ is a home rule municipality and as such has powers and limitations as set forth in Alaska Statute AS 29.10. Pursuant to Municipal Charter the CBJ levies taxes borough-wide. The CBJ is authorized to issue its own bonds, tax anticipation notes, bond anticipation notes and other obligations in such principal amounts as the CBJ deems necessary to provide sufficient funds for carrying out its purpose. The Municipality has no legal debt limit mandated by its Charter, Code or State law. CBJ does not currently have debt authorized by the Assembly but not yet issued; although the Assembly requested an ordinance be drafted at the February 23, 2026 Committee of the Whole for a revenue bond funded through marine passenger fees for the expansion of the Seawalk. The CBJ is responsible for an extensive portfolio of departments including Juneau School District, Bartlett Regional Hospital, Juneau International Airport, and Juneau Wastewater and Utilities.
