The County of Orange (“County”) is seeking to retain a qualified vendor(s) to provide services relating to the testing and analysis of various materials at County-owned facilities and sites. Please see the full specifications. A. GENERAL REQUIREMENTS 1. The successful Bidder awarded a contract under this RFB (“Vendor” or “Contractor” herein) will perform materials testing at various sites within the County, as needed and at County’s direction. As used in this RFB, “Authorities Having Jurisdiction” means all organizations, offices, or individuals (including, but not limited to, federal, state and local government agencies, public authorities, districts and the courts), responsible for enforcing the requirements of a law, regulation, ordinance, code or standard, or for approving equipment, materials, an installation, or a procedure It is not intended that these Specifications mention every particular item and service required, but that it give information concerning the general scope and areas of Work for the convenience of the Bidders. 4. The primary requirement of this RFB is that all Work necessary for the Contractor to complete certifications, reports or any other documentation required by Authorities Having Jurisdiction for compliance records (as may be applicable) is completed and filed at the applicable regulatory interval(s). All Work will be performed in a timely manner to limit and minimize system and building shutdowns which may inconvenience County employees and the general public. 5. Bidders must have a minimum of three (3) years of experience providing the services similar in scope and nature to services set forth in this RFB. Technicians performing testing shall be certified in accordance with industry requirements to the satisfaction of the County (e.g. ACI certification for concrete testing, NICET certification Level 1-4 as applicable, etc.). Bidders will complete, and enclose with each Bid, the Certificate of Experience (References) included in this RFB. All use of subcontractors requires the prior approval of the County. The contract resulting from this RFB will not provide an exclusive right to all materials testing required by the County and the County reserves the right to bid out such work separately as deemed necessary for other projects. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None.
