The intent of this Request for Proposals (RFP) is to solicit qualifications and rate proposals. The City aims to procure efficient, high-quality services that balance cost-effectiveness with environmental responsibility and regulatory compliance. The City reserves the right to award one or more agreements under this RFP, including either an exclusive processing agreement or multiple non-exclusive processing agreements, depending on the proposals received and the City’s determination of best value.The City is interested in rate proposals for three different potential Agreement term lengths of five (5), ten (10), and fifteen (15) years. Proposers are requested to provide pricing for services for each of these three term lengths. The selected Contractor will be required to begin providing Construction and Demolition (C&D) Material Processing services on the Commencement Date established in the final Agreement. At the City’s sole discretion, the City may choose to extend the term of the Processing Agreement for up to a total of five (5) years. Such extension would be granted in one (1) or more periods specified by City of no less than twelve (12) months in length.The Draft Construction and Demolition Material Processing Services Agreement (“Processing Agreement”) provided as Attachment A presents the terms and conditions for the contract for C&D Material Processing and associated residual disposal services. The capitalized terms used in this RFP are defined in Article 1 of the Draft Agreement. All proposals must be submitted in strict accordance with the RFP requirements.
