    The purpose of this Request for Information (RFI) is to solicit information regarding Community-Based Residential and Stabilization services that align with the mission of the Department of Human Services, Office of Youth Services (OYS). OYS is exploring a coordinated approach that integrates residential services with stabilization and transition support, creating a continuum that connects youth in crisis to appropriate placements, services, and long-term supports. This includes strengthening coordination between outreach, safe access points, emergency shelter, and transitional services. The service components described below are intended to provide a general framework for discussion. OYS is seeking input on appropriate service design, structure, and delivery approaches to best meet the needs of youth and families. The scope of work outlined above is provided for informational purposes and is intended to assist OYS in refining service expectations for a future Request for Proposals (RFP). A virtual Zoom Meeting will be held Friday, April 17, 2026, from 10:00 a.m. to 11:30 a.m., Hawai’i Standard Time (HST) to gather information and feedback. OYS is seeking input from community partners to inform the development of a coordinated Community-Based Residential and Stabilization service model. Please respond to the following: 1. From your experience, what factors should be considered in determining the most appropriate level of care for youth (e.g., crisis response, short-term stabilization, or longer-term residential placement)? 2. What approaches or models are most effective in managing residential capacity, including bed availability, intake prioritization, and placement decision-making? 3. What staffing structures, staffing ratios, and retention strategies have been most effective in supporting both crisis response and residential services for youth with varying levels of need? 4. What challenges and best practices should be considered in coordinating transitions for youth from crisis or emergency situations into residential services and longer-term support?
