    The Virgin Islands Port Authority (VIPA or the Authority) is seeking proposals from qualified vendors to implement a comprehensive web-based Employee Time and Attendance System to fully replace its existing web-based Sage Time platform. The goal is to provide a modern, vendor-supported solution that improves workforce time tracking, attendance monitoring, scheduling and leave management. The proposed solution must include: A web-based time and attendance platform accessible via web browsers and mobile devices Vendor-supported biometric time clocks Integration with the existing Sage HRMS system Full replacement of Sage Time’s web-based functionality for employees and managers Technical questions and questions regarding the bid process or submitting your proposal should be submitted under the question tab. All questions should be submitted by May 22, 2026 by 4:00PM (AST). The Authority further reserves the right to cancel the proposal request any time prior to the acceptance of the proposal.
