    Description

    INTENT: This quote will result in totem pole and carved panel restoration services for the City and Borough of Juneau (CBJ) Parks and Recreation, Aquatics division. SUBMISSION INSTRUCTIONS: Timely responses are accepted via Electronic Submission at Public Purchase the CBJ’s eProcurement Provider, or via email to Purchasing@Juneau.gov *Late responses will not be accepted. Use only the documents provided. To respond complete the free online registration. Exceptions may not qualify for award. CONTACT, QUESTIONS & ADDENDA: The sole point of contact for all matters pertaining to this solicitation is the CBJ Purchasing Division of Finance. Questions must be received a minimum of three (3) business days prior to the solicitation deadline, by email to Purchasing@juneau.gov . Any changes to CBJ issued documents will be though an addendum to the solicitation. All addenda will be issued as promptly as possible to all plan holders and will become part of the solicitation contract documents. PRE-BID MEETING & SITE VISIT: A non-mandatory Pre-Bid teleconference is scheduled for March 18, 2026 at 10:00 a.m. Alaska time. To attend call 907-713-2140, Participation ID Code 748914. Interested Vendors are encouraged to provide notice of participation and submit questions via email to Purchasing@juneau.gov a minimum of twenty-four (24) hours prior to the scheduled meeting. Review of General Terms & Conditions & Insurance: Attached to this Bid are documents required for this project (ATTACHMENTS A, B). Vendors should carefully review all these attachments. Awarded Vendor is expected to comply with these requirements. ADMINISTRATOR: The administrator for this contract will be Marc Wheeler, Parks and Recreation Director for CBJ Parks & Rec. PRICE & F.O.B. POINT: Quote price is to include all related costs, including delivery to Augustus Brown Swimming Pool, 1619 Glacier Ave., Juneau, AK 99801. Prices are to remain firm for the duration of the project including any extension unless a price adjustment is requested and agreed upon. DELIVERY DATE: CBJ requests work begin as soon as weather allows. Project funding is only available until June 30, 2026. Awarded contractor will work with Administrator to achieve a mutually agreed upon schedule for project completions. Indicate on the Quote Schedule & Signature Page, the estimated number of calendar days required for project completion. ACCEPTANCE & RETURNS: CBJ reserves the right to determine suitability of services and materials offered. All services and materials are subject to approval by CBJ. Any items rejected because of non-conformity of the terms and conditions or specifications of this contract, whether held by CBJ or returned, will be at the Contractor's risk and expense. PERMITS: The Contractor must comply with all applicable Federal, State, City laws which have a bearing on this contract and must have all licenses and permits required by the State and/or City for performance of this contract. Awarded Vendor is expected to comply with these requirements. AWARD: Award will be made by Total Quote to the lowest responsive, responsible bidder meeting all requirements. In the event the primary Contractor cannot meet their obligation, the City will contract with the next available Contractor. SCOPE OF WORK: The contractor will supply all labor and materials to restore the totem pole and panels (see EXHIBIT 1). The work includes: Removing and replacing damaged posts and beams with pressure-treated and red cedar wood. 4” x 8” x 10’ pressure treated beams – quantity of 2 4” x 8” x 12’ red cedar beams – quantity of 2 10” diameter x 86” tall poles – quantity of 2 Scraping and painting the totem pole and panels with a matching exterior latex paint. Cleaning all surfaces and applying fungicide and water repellent to the entire structure, including the concrete base and planters. Replacing the copper pole cap. The contractor is responsible for the disposal of all used materials and must complete all work with the structures in place. CONTRACTOR REQUIREMENTS:Contractors must have extensive experience in Northwest Coast Art. Contractors must submit the following documentation: Submit photos of your latest restoration projects. Submit three (3) photos from your art portfolio. Submit references for restoration work. Each reference must include a brief description of the project, and the project manager's contact information.
